EC Orders Administrative Reshuffle; Ashish Kumar IAS Appointed SDM–cum–Returning Officer Mokama

Indian Bureaucracy News Network, Patna, November 01, 2025 | In view of recent developments in Bihar’s Mokama Assembly Constituency, following the recent killing of a Jan Suraaj supporter, the Election Commission of India (ECI) has ordered transfer of  administrative and police officials to ensure effective supervision and adherence to the Model Code of Conduct.

As per the official directive, Shri Ashish Kumar IAS (Bihar 2022), presently Additional Municipal Commissioner, Patna Municipal Corporation, has been transferred and appointed as Sub-Divisional Magistrate (SDM)–cum–Returning Officer, 178-Mokama Assembly Constituency, replacing Shri Chandan Kumar BPS. In addition, Rakesh Kumar, SDPO Barh-1, and Abhishek Singh, SDPO Barh-2, have been transferred with immediate effect. They will be succeeded by Anand Kumar Singh IPS and Ayush Shrivastava IPS, both officers of the 2022 batch, Bihar cadre. The ECI has further instructed that disciplinary proceedings be initiated against three senior officers for dereliction of duty.

Earlier in the day, Ghoswari SHO Madhusudan Kumar and Bhadaur SHO Ravi Ranjan were placed under suspension after preliminary inquiries indicated negligence in maintaining public order in the region.

The ECI’s action — coming amid heightened political activity and ongoing electoral preparations — reflects an effort to reinforce administrative accountability and restore public confidence in the Election Commission.
