Shri Amod Kumar, IAS (Uttar Pradesh: 1995), is a distinguished civil servant known for his academic brilliance, administrative acumen, and commitment to public service. A technocrat-administrator with a strong foundation in policy, planning, and governance, he was serving as Joint Secretary in the Ministry of Electronics & Information Technology (MeitY) before being granted premature repatriation to his parent cadre, Uttar Pradesh.
A scholar of exceptional caliber, Shri Amod Kumar completed his B.Tech. and M.Tech. in Civil Engineering from the prestigious Indian Institute of Technology (IIT), Kanpur, securing first-class honors. His pursuit of knowledge took him across the globe—earning a Postgraduate Diploma in Development Studies from the Institute of Developing Economies Advanced School (IDEAS), Japan, an M.P.S. in Population Studies from the International Institute for Population Sciences (IIPS), Mumbai, and a Master in Public Administration (MPA) from the John F. Kennedy School of Government, Harvard University, USA. He further attained a Ph.D. in Economics from the Indian Institute of Management (IIM) Lucknow, underscoring his deep commitment to research-driven governance.
Throughout his illustrious career spanning nearly three decades, Shri Amod Kumar has held several pivotal positions in both the Government of India and the Government of Uttar Pradesh. His administrative journey reflects versatility and depth—ranging from district administration to economic planning, information technology, and governance reforms.
He began his service as Joint Magistrate, later serving as Chief Development Officer, Rae Bareli, and District Magistrate in Sitapur and Faizabad, where he demonstrated strong leadership in public welfare, revenue administration, and developmental initiatives. His tenure as Special Secretary to the Chief Minister of Uttar Pradesh and later as Secretary to the Chief Minister (2014–2017) marked him as a trusted policy advisor and an effective implementer of governance innovations.
Shri Amod Kumar also made significant contributions at the policy and programmatic level while serving as Principal Secretary (Planning) and Principal Secretary (General Administration) in Uttar Pradesh. His focus on planning, performance-based monitoring, and process simplification helped enhance administrative efficiency. As Member (Judicial) at the Board of Revenue, he worked extensively on land revenue management and judicial matters, showcasing his legal and policy expertise.
At the national level, his role as Deputy Director General, UIDAI and later as Joint Secretary, MeitY, placed him at the forefront of India’s digital governance and technology-driven service delivery initiatives. His leadership contributed to strengthening the country’s digital infrastructure, data governance framework, and citizen-centric e-governance systems—aligned with the vision of “Digital India.”
