An outstanding scholar, Ms. Singh’s academic journey itself reflects intellectual versatility. She is a Gold Medalist in B.Sc. (Mathematics) from Lucknow University, Main Campus, a discipline that sharpened her analytical thinking, precision, and problem-solving skills. She further distinguished herself by earning another Gold Medal in M.A. (Anthropology) from the same institution. This rare combination of quantitative reasoning and social science insight has significantly enriched her administrative approach, particularly in understanding governance through both data and human context.

Ms. Singh entered the Indian Administrative Service in 2008 and began her career with rigorous foundational training, followed by early exposure to grassroots administration in the Sikkim cadre. Her initial postings as Assistant Collector/SDM in East Sikkim and later as Sub-Divisional Magistrate in West Sikkim gave her first-hand experience in land revenue management, law and order, and citizen-centric service delivery. These formative years helped her develop a nuanced understanding of local governance, especially in geographically and socially diverse regions.

Her progression to Additional District Collector, East Sikkim, and subsequently District Collector, West Sikkim, marked a phase of mature district leadership. As District Collector, she handled complex administrative responsibilities ranging from revenue administration and development coordination to disaster preparedness and public welfare delivery. Her tenure was characterized by quiet efficiency, institutional discipline, and a collaborative working style with line departments, earning respect from peers and stakeholders alike.

Ms. Singh’s capabilities soon found recognition at the national level. She joined the Prime Minister’s Office (PMO) as Under Secretary in early 2017, quickly moving up to Deputy Secretary and later Director. Her long association with the PMO, spanning more than seven years, placed her at the heart of the Union Government’s decision-making ecosystem. Working closely on Personnel, General Administration, and Cabinet Affairs, she gained deep exposure to inter-ministerial coordination, high-level policy vetting, and confidential governance processes. This phase significantly strengthened her strategic outlook and understanding of the Union executive.

In August 2024, Ms. Singh was appointed Joint Secretary in the Ministry of Commerce & Industry, where she dealt with issues related to commerce policy, trade facilitation, and industrial coordination. Her ability to grasp complex economic and regulatory frameworks, coupled with her calm administrative style, enabled her to contribute effectively during a period of dynamic trade and industrial policy evolution.

She later assumed charge as Joint Secretary in the Ministry of Jal Shakti, Department of Drinking Water and Sanitation, in September 2025. In this role, she was involved in overseeing critical aspects of water resources governance and drinking water initiatives—sectors directly impacting public health and rural well-being. Her multidisciplinary background proved particularly valuable in balancing technical, administrative, and social dimensions of water and sanitation programs.

Across assignments, Ms. Aishvarya Singh is known for her understated professionalism, clarity of thought, and capacity to handle sensitive responsibilities with discretion.
