Indian Bureaucracy News, Kolkata, July 16, 2026 | In a continuing phase of administrative realignment following the recent electoral transition, the West Bengal government on July 15, 2026, effected a transfer of 23 Indian Administrative Service (IAS) officers across departments and districts.
A notable feature of the reshuffle is the entrustment of additional charge of the Malda Division to a senior 2001-batch officer. Bordering Bangladesh, the division lies at the centre of one of the State’s most contested political fault lines. Illegal immigration and border control were at the core of the Bharatiya Janata Party’s (BJP) electoral pitch; placing a seasoned officer here is thus not a routine administrative move but a pointed, if belated, acknowledgement of an issue that has long been politically foregrounded and administratively fraught.
What lends the move an unusual edge is the apparent inversion in administrative hierarchy. Ayesha Rani A IAS (2009 batch), who until now headed the Malda Division as Divisional Commissioner, has been moved to NSATI as Additional Director General—effectively under the administrative ambit of Asvini Kumar Yadav IAS (2001 batch), who has simultaneously been given charge of the very division she vacates.
Equally significant is the appointment of a new Principal Secretary to the Gorkhaland Territorial Administration (GTA), a region that has long been at the centre of political negotiations and identity-driven demands.
The reshuffle also brings in light the State’s focus on centrally sponsored flagship programmes. Officers from the 2009 and 2012 batches have been appointed as Mission Directors of the National Health Mission and the Jal Jeevan Mission, respectively.
Beyond these key appointments, the transfers span a wide administrative spectrum, covering departments such as health, urban development, land reforms, water supply, and hill affairs with a mix of experience and adaptability within the bureaucracy.

- Shri Sujay Sarkar IAS (West Bengal 2010), presently posted as Commissioner of Textiles & Sericulture with additional charge of Managing Director, Tantuja, is appointed as Managing Director – Tantuja with additional charge of Secretary – Micro, Small & Medium Enterprises and Textiles (MSME&T) Department, West Bengal.
- Smt Nandini Ghosh IAS (West Bengal 2010), presently Secretary, Urban Development & Municipal Affairs Department, is transferred and appointed as Secretary – Fisheries Department with additional charge of Managing Director – BENFISH, West Bengal.
- Shri Vibhu Goel IAS (West Bengal 2012), presently State Project Director, Samagra Shiksha Mission, School Education Department, is given additional charge of Managing Director – West Bengal Housing Infrastructure Development Corporation (WBHIDCO).
