Vivek Bhatia IAS appointed as Director – Department of Youth Affairs
Shri Vivek Bhatia IAS (Himachal Pradesh 2011) has been appointed as Director in the Department of Youth Affairs, Delhi under the Central Staffing Scheme for a period of five years.
Who is IAS Vivek Bhatia | Shri Vivek Bhatia IAS has built a diverse administrative career spanning tourism, civil aviation, youth affairs and sports, social justice, transport, revenue administration and district governance. An alumnus of the National Institute of Technology, where he pursued a B.Tech. in Electronics, Shri Bhatia has held a range of important assignments in the Government of Himachal Pradesh, combining policy-level responsibilities with extensive field administration.
He has served as Director in the Tourism & Civil Aviation Department, Himachal Pradesh, from October 2024 to May 2026. The assignment placed him in a sector of significant importance to the state’s economy and development profile. Tourism administration involves coordination across infrastructure, connectivity, hospitality and public policy, and Shri Bhatia’s experience in this area added to his understanding of the regulatory and developmental dimensions of the sector.
Alongside this responsibility, he served as Director in the Youth Services & Sports Department from August 2024 to May 2026. The assignment involved responsibilities relating to youth affairs and sports administration, areas that contribute to the development of young people and the promotion of sports activities.
A major phase of Shri Bhatia’s career was his tenure as Principal Private Secretary-cum-Principal Private Secretary to the Chief Minister of Himachal Pradesh, from December 2022 to May 2026. Serving in the Chief Minister’s Office provided him with extensive exposure to public policy, governance coordination and the functioning of the highest levels of the state administration.
Earlier, from October 2020 to December 2022, he served as Director in the Social Justice & Empowerment Department of Himachal Pradesh. This assignment gave him experience in the administration of programmes and policies relating to social justice and empowerment.
Shri Bhatia also has significant field-level administrative experience. He served as Deputy Commissioner of Chamba from June 2019 to October 2020. The position involved responsibilities relating to district administration, revenue management and coordination of government activities at the district level.
Prior to this, he served as Deputy Commissioner in the Department of Personnel, Himachal Pradesh, at Bilaspur, from January 2018 to June 2019. He also served as Director in the Transport Department from September 2017 to January 2018 and as Director in the Revenue Department from April to August 2017.
His experience in revenue and district administration was further strengthened by his tenure as Deputy Commissioner of Lahaul & Spiti. He also served as Settlement Officer in the Kangra Division, handling responsibilities related to settlement administration.
At the sub-divisional level, Shri Bhatia served as SDO (Civil) in Mandi and as SDO/SDM in Kinnaur. These assignments provided him with foundational experience in sub-divisional administration and the implementation of government policies at the local level.
Earlier in his career, he served as Assistant Commissioner (Development)-cum-Block Development Officer in Sirmaur and as Assistant Commissioner in Bilaspur. His early administrative experience also included training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie.
In addition to his regular assignments, Shri Bhatia has held additional charge of the post of Director in the Food & Civil Supplies Department at Shimla. This added experience in consumer affairs and food and public distribution administration to his already wide-ranging administrative profile.
