Shri Avanindra Singh IAS (West Bengal 2002) presently Divisional Commissioner- Bardhaman Division has been given the additional charge as Secretary- Youth Services and Sports Department & Secretary- Co-operation Department, West Bengal.
IAS Avanindra Singh – An Experienced Administrator with Wide-Ranging Expertise in Labour, Agriculture, Land Records and Urban Development
Shri Avanindra Singh IAS has built a broad-based administrative career spanning more than two decades, with extensive experience in labour and employment, agriculture and fisheries, land records, elections, urban development, transport, education and district administration. His career reflects a steady progression through field-level assignments and important departmental responsibilities in the Government of West Bengal.
Shri Singh holds a B.Tech. degree in Electrical Engineering, securing First Division. His technical academic background has been complemented by extensive administrative experience across diverse sectors of governance, enabling him to handle responsibilities involving policy implementation, institutional administration, district governance and public service delivery.
He served as Secretary in the Labour Department, Government of West Bengal, from July 2024 to April 2026. The assignment involved responsibilities relating to labour and employment, a sector of considerable importance for workforce welfare, industrial relations and the implementation of labour-related policies.
Prior to this, Shri Singh served as Secretary in the Agriculture and Fisheries sector from June 2022 to July 2024. The assignment provided him with experience in agriculture and cooperation as well as fisheries administration, covering sectors closely linked to rural livelihoods and economic development.
Earlier, from September 2018 to June 2022, he served as Director, Land Records, West Bengal. During the same period, he also served as District Electoral Officer. These assignments gave him extensive exposure to land records management and electoral administration, two important areas requiring administrative precision, institutional coordination and adherence to established legal and regulatory frameworks.
Before this, Shri Singh served as Chief Executive Officer of the Kolkata Metropolitan Development Authority from January 2018 to September 2018. The assignment provided him with experience in urban development and the administration of development authority-related responsibilities in the metropolitan region.
From May 2016 to January 2018, he served as Commissioner in the School Education Department. He had earlier served as Joint Secretary in the Transport Department from January 2013 to May 2016, gaining experience in the administration of the transport sector.
Shri Singh’s career also includes extensive field-level experience in district administration and land acquisition. He served as District Collector in Kolkata and handled responsibilities relating to land acquisition. He also served as District Collector in Kolkata and subsequently as District Magistrate of Purulia.
During his tenure in Purulia, he held responsibilities as District Magistrate from January 2010 to August 2012. These assignments provided him with substantial experience in district administration, coordination of government departments and implementation of public programmes at the grassroots level.
Earlier, Shri Singh served as Chief Executive Officer of the Jalpaiguri Development Authority at Siliguri, handling responsibilities related to development administration and urban development. He also served as Additional District Magistrate in Bardhaman, gaining further experience in district administration.
He began his career in field administration as Sub-Divisional Officer, serving in the position from 2004 to 2006. These early assignments provided him with foundational experience in sub-divisional administration, revenue governance and the implementation of government programmes.
Shri Singh underwent training before taking up regular administrative responsibilities. Over the course of his career, he has served at the sub-divisional, district, development authority and state departmental levels.
His administrative experience covers a wide spectrum of governance. His work in labour and employment has been complemented by exposure to agriculture, fisheries and rural development-related sectors. His tenure in land records and electoral administration added experience in regulatory and institutional governance, while assignments in urban development and transport provided exposure to infrastructure and public service administration.
The combination of technical education in electrical engineering and extensive administrative experience has enabled Shri Avanindra Singh IAS to develop a versatile profile in public administration. From district-level governance in Purulia and Kolkata to senior responsibilities in labour, agriculture, land records and fisheries, his career reflects experience across both field administration and policy-oriented departmental governance.
