Vivek Aggarwal IAS given additional charge as Secretary- Ministry of Tourism
Shri Vivek Aggarwal IAS (Madhya Pradesh 1994) presently Secretary- Ministry of Culture has been given the additional charge of Secretary- Ministry of Tourism till the joining of Shri Srivatsa Krishna IAS (Karnataka 1994) .
Shri Vivek Aggarwal, an accomplished civil servant with a distinguished academic foundation in LL.B (Law) and Commerce, has built a reputation for administrative excellence, policy innovation, and visionary governance over nearly three decades in public service. His academic journey, marked by First Division success in both fields, laid a strong intellectual base for a career dedicated to public welfare, precision in administration, and institution-building.
Over the years, Shri Aggarwal has served the nation across diverse sectors—culture, finance, agriculture, urban development, infrastructure, and rural governance—displaying remarkable adaptability and leadership. Since 18 April 2025, he has been serving as Secretary, Ministry of Culture, Government of India, New Delhi. In this role, he has been guiding major cultural initiatives, safeguarding India’s civilizational heritage, and promoting cultural integration at national and international platforms. His leadership has been instrumental in steering the ministry toward enriching cultural diplomacy, preserving traditional arts, and enabling wider public participation in cultural affairs.
Prior to this, he served as Additional Secretary, Department of Revenue, Ministry of Finance (06 December 2021 – 18 April 2025), overseeing critical components of India’s financial and taxation system. His extensive experience in fiscal management, policy formulation, and revenue administration played a key role in improving structural efficiency and enhancing taxpayer service. His tenure reflects a deep understanding of economic dynamics and stakeholder responsiveness.
Before his role in the Finance Ministry, Shri Aggarwal contributed significantly to the Ministry of Agriculture & Farmers Welfare, first as Joint Secretary (11 February 2019 – 29 March 2021) and later as Additional Secretary (30 March 2021 – 06 December 2021). His work supported agricultural transformation, institutional reforms, and programmes aimed at improving farmer livelihoods. Through these roles, he strengthened collaborations between government, research institutions, and grassroots systems, enabling better delivery of agricultural support mechanisms.
His service record also reflects important contributions at the state level in Madhya Pradesh, where he held strategic positions such as Principal Secretary to the Chief Minister, Commissioner-cum-Principal Secretary (Urban Development), and Managing Director of Metro Rail and State Industrial Development Corporation. These assignments enabled him to lead landmark infrastructure and administrative reforms including metro expansion, municipal strengthening, and urban mission implementation.
Shri Aggarwal has also demonstrated deep commitment to district-level governance. His role as District Collector, serving successively in Rajgarh, Ujjain, and Indore between 2004 and 2008, showcased his capabilities in land and revenue administration, disaster response, public service delivery, and development planning. The administrative milestones from this phase still stand as examples of grounded and citizen-centric governance.
His early career included key roles as SDO, CEO (Rural Development), Additional Deputy Commissioner, and Deputy Commissioner during his inter-cadre deputation postings in Punjab. This phase provided him strong grassroots exposure and helped shape his ability to build people-focused public systems. From rural development to municipal administration, he has displayed a consistent commitment to institutional strengthening.
