Shri Vinai Kumar Saxena assumed office as the 22nd Lieutenant Governor of Delhi on May 26, 2022. With more than three decades of extensive experience across the corporate and social sectors, he brought a unique blend of administrative capability, corporate leadership, and social commitment to the role. Notably, he is regarded as the first professional from the corporate sector to be appointed to such a gubernatorial position, marking a significant transition in the profile of individuals entrusted with constitutional responsibilities.
Born on March 23, 1958, in an educated and reputed family in Uttar Pradesh, Shri Saxena completed his graduation from Kanpur University in 1981. He also holds a pilot licence, reflecting his diverse interests and capabilities. Over the years, he has developed leadership skills across a wide spectrum of sectors, combining technical knowledge, managerial expertise, legal understanding, and social sensitivity. His professional journey reflects a commitment to corporate excellence as well as social development, with involvement in areas such as water resource management, urban development, disaster management, and campaigns against social malpractices.
Shri Saxena began his professional career with the JK Group in Rajasthan as an Assistant Officer. During his tenure of more than a decade with the group, he worked in various capacities at its White Cement plant and gained extensive experience in industrial management and corporate operations. In 1995, he was elevated to the position of General Manager, where he was entrusted with the responsibility of overseeing a proposed port project in Gujarat. His leadership and managerial abilities enabled him to successfully guide the project, eventually leading to his appointment as Chief Executive Officer and later as Director of the Dholera Port Project, one of the major infrastructure initiatives in the region.
Prior to assuming office as Lieutenant Governor of Delhi, Shri Saxena served as the Chairman of the Khadi and Village Industries Commission (KVIC) from October 2015 to May 2022. During his tenure, he introduced several transformative initiatives that significantly revitalized the Khadi and village industries sector. By integrating scientific techniques, modern technology, and innovative management practices, he diversified traditional industries and enhanced the livelihoods of artisans across the country.
Under his leadership, KVIC launched several flagship initiatives including Honey Mission, Kumhar Sashaktikaran Yojana, and the Leather Artisans’ Empowerment Scheme. These programs aimed at strengthening rural livelihoods and providing sustainable employment opportunities to artisans and marginalized communities. Shri Saxena also played a key role in developing innovative products such as Plastic-mixed Handmade Paper, Khadi Anti-Bacterial Fabric, and Khadi Prakritik Paint, India’s first eco-friendly wall paint made from cow dung. These innovations received patent certification and brought renewed attention to Khadi as a symbol of sustainable and indigenous production.
The impact of his leadership at KVIC was reflected in remarkable growth and expansion. Between 2015–16 and 2021–22, KVIC witnessed a dramatic transformation, with its turnover increasing by 248 percent. During this period, nearly 43 lakh new employment opportunities were generated in the Khadi and village industries sector. In the financial year 2021–22, KVIC recorded a historic turnover of ₹1.15 lakh crore, the highest in its history and a remarkable achievement for the sector.
Shri Saxena also oversaw the large-scale distribution of modern equipment to artisans, including 55,000 New Model Charkhas and 11,000 modern looms, which significantly enhanced productivity and income generation in rural areas. These initiatives not only strengthened the Khadi sector but also helped transform it into a globally recognized Indian brand representing sustainability, self-reliance, and traditional craftsmanship.
With his extensive experience in corporate management, rural development initiatives, and institutional leadership, Shri Vinai Kumar Saxena continues to serve as the Lieutenant Governor of Delhi, contributing to governance, urban development, and the strengthening of administrative systems in the National Capital Territory.
