Kendriya Vidyalaya Sangathan (KVS) is a premier autonomous organization under the Ministry of Education, Government of India, established in 1963 with the objective of providing uniform, high-quality education to the children of transferable Central Government employees, including defence and paramilitary personnel. Over the decades, KVS has grown into one of the largest school networks in the country, with more than a thousand schools in India and abroad.

Academically, Shri Gupta brings together technical rigor and policy insight. He holds a Bachelor of Engineering in Electronics from Malviya Regional Engineering College, Jaipur (now MNIT Jaipur), affiliated with Rajasthan University, where he graduated First with Distinction. This strong technical base was later complemented by a Master of Public Policy from the University of Oxford, where he secured a First Class. Since entering the IAS in 2001, Shri Vikas Gupta has held an extensive range of field and secretariat assignments. His early postings as Assistant Commissioner and Sub-Divisional Officer in Gurgaon, Rohtak, and Mahendragarh provided him with close exposure to grassroots administration. This was followed by several tenures as Deputy Commissioner in Kaithal, Bhiwani, Mahendragarh, Jind, and Rohtak. These district-level roles allowed him to engage deeply with land revenue management, district administration, rural development, and public grievance redressal, forming a solid foundation for his later policy responsibilities.
A significant part of his career has been devoted to urban governance. He has served as Commissioner of Municipal Corporations in Gurgaon and Rohtak, Director and Secretary in the Urban Local Bodies Department, and Chief Administrator of the Haryana Urban Development Authority (HUDA). His assignments in urban estates, municipal administration, and development authorities coincided with periods of rapid urban expansion, requiring careful coordination between planning, service delivery, and regulatory frameworks. His concurrent role as Managing Director of the Metro Rail Project, Panchkula, further placed him at the intersection of urban transport planning and infrastructure execution.
Shri Gupta has also handled important responsibilities in finance and economic administration. As Secretary in the Finance & Planning Department and Secretary to the State Finance Commission, he was involved in budgetary processes, fiscal planning, and inter-governmental financial arrangements. His tenure as Director General in the Department of Finance and Planning added to his experience in financial management at the state level. These roles demanded a nuanced understanding of public finance, policy priorities, and institutional constraints—areas in which he has been regarded as measured and consistent.
In the domain of industries and economic development, he has served as Director General of MSME, Managing Director of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), and Managing Director of the Haryana Financial Corporation. These assignments placed him in charge of industrial financing, infrastructure development, and MSME support systems.
