An accomplished officer with a strong academic foundation, Shri Anand is a Chartered Accountant from the Institute of Chartered Accountants of India (ICAI) and holds a B.Com. degree from Bangalore University. His analytical background in economics and finance has significantly complemented his administrative acumen, particularly in departments that demand fiscal prudence, strategic planning, and developmental foresight.
Over his career, Shri Anand has held several key assignments including Director General and Special Secretary, Basic Education Department, District Magistrate of Firozabad and Mainpuri, and Mela Adhikari, Kumbh. Each role has reflected his ability to balance operational management with people-centric governance. His leadership during the Kumbh Mela administration, known for its logistical complexity, drew attention for its systematic coordination and public-friendly execution.
As District Magistrate, he was instrumental in promoting inclusive development, strengthening grassroots governance, and ensuring transparent administration. His tenure in the Education Department further demonstrated his commitment to quality education delivery, policy implementation, and administrative reforms.
In his present role, Shri Vijay Kiran Anand is at the forefront of industrial promotion, investment facilitation, and infrastructure development in Uttar Pradesh. His concurrent charge of Invest UP, SIDA, and LIDA places him at a pivotal position in advancing the state’s industrial ecosystem and investor outreach strategy.
