Smt Veena Kumari Meena IAS (Uttar Pradesh 1993), presently Principal Secretary, Sugar Industries & Cane Development and Excise, Uttar Pradesh, is promoted and appointed as Additional Chief Secretary (ACS) – Sugar Industries & Cane Development and Excise, Uttar Pradesh.

Smt Veena Kumari Meena, a distinguished officer of the Indian Administrative Service from the 1993 Uttar Pradesh cadre, has had a long and illustrious career spanning over three decades. Her journey began with her foundational training at the prestigious Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie from September 1993 to June 1994, followed by a second phase of training in 1995.

Her early career was marked by a series of foundational postings in Uttar Pradesh. She underwent district training as Assistant Magistrate and Assistant Collector in Shahjahanpur from October 1994 to June 1995, gaining invaluable grassroots experience. She then served as a Joint Magistrate in Deoria, followed by a tenure as Sub-Divisional Magistrate in Moradabad. Her skills in development and administration were honed during her time as Chief Development Officer (CDO) in Bareilly and later in Firozabad, roles in which she was responsible for overseeing a wide range of development projects at the district level.

Smt Meena’s expertise led her to assume the crucial role of District Magistrate & Collector multiple times throughout her career, a testament to her administrative acumen and leadership. She first held this position in Balrampur from February 2001 to November 2002. She would go on to serve as District Magistrate and Collector in Lakhimpur Kheri, Farukkhabad, Sultanpur, and Pilibhit, tackling diverse administrative challenges in each region. A significant posting was in Varanasi from May 2007 to May 2008, where she served as District Magistrate & Collector and concurrently held the position of Vice-Chancellor of the Varanasi Development Authority, a role that combined both administrative and urban planning responsibilities.

Her career was not confined to district administration. Smt Meena also held key positions in the state secretariat. She served as Special Secretary in various departments, including Food & Civil Supplies, Transport, Higher Education, Technical Education, and Rural Development. She also served as Secretary to the Governor of Uttar Pradesh from January 2011 to March 2012, and as the State Project Director for “Education for All,” managing a critical initiative for the state.

A significant phase of her career involved deputation to the Government of India. From December 2012 to November 2016, she served as a Joint Secretary in the Ministry of Home Affairs in New Delhi, a high-stakes position dealing with national security and internal matters. Following this, she was appointed as the Joint Secretary for the Warehousing Development and Regulation Authority (WD&RA) under the Ministry of Consumer Affairs, Food & Public Distribution, where she worked on key policies related to storage and supply chains. She also undertook further studies, completing an MA in Public Policy & Management at the Institute of Social Studies (ISS) in The Hague, Netherlands, from September 2009 to July 2010.

Upon her return to Uttar Pradesh, Smt Veena Kumari Meena took on increasingly senior roles. She was appointed Principal Secretary for multiple departments, including Stamp & Registration, Geology & Mining, and Children Development & Nutrition. Her most recent and prolonged assignments have been as Principal Secretary and, subsequently, Additional Chief Secretary for Sugar Industries & Cane Development and Excise. In these critical roles, she has been instrumental in shaping policies related to two of the state’s most vital economic sectors. Her career path demonstrates a broad and extensive range of experience, from grassroots district administration to high-level policy-making at both the state and central government levels.
