Ms. V Lalithalakshmi IAS (West Bengal 2008) has been appointed as Professor (JS level), Lal Bahadur Shastri National Academy of Administration (LBSNAA), Department of Personnel & Training, for a combined tenure of seven years upto 28/02/2029.
The Lal Bahadur Shastri National Academy of Administration (LBSNAA) is India’s premier civil services training institution and serves as the cradle of leadership for the country’s higher civil services. Located in Mussoorie, Uttarakhand, LBSNAA is responsible for training officers of the Indian Administrative Service (IAS) and conducting foundation courses for officers of several other All India and Central Civil Services. It plays a pivotal role in nurturing competent, ethical, and citizen-centric administrators who are entrusted with implementing government policies and driving national development.
Named after India’s second Prime Minister, Shri Lal Bahadur Shastri, the Academy is renowned for its commitment to excellence in public administration, leadership development, and capacity building. Since its establishment in 1959, LBSNAA has evolved into a globally respected institution, continuously adapting its training programmes to meet the changing needs of governance in a rapidly transforming India.
The Academy’s primary responsibility is to impart professional training to probationers of the Indian Administrative Service. The training begins with the Foundation Course, where officers from various civil services learn together, promoting inter-service coordination and fostering a spirit of teamwork. This is followed by specialised IAS Professional Training that combines classroom learning with district training, field exposure, and practical administrative experience.
LBSNAA’s curriculum covers a wide range of subjects including public administration, constitutional law, economics, public finance, rural development, digital governance, disaster management, environmental sustainability, ethics, leadership, and policy analysis. The Academy also places significant emphasis on communication skills, conflict resolution, negotiation, behavioural sciences, and decision-making under challenging circumstances. This holistic approach prepares officers to effectively handle the diverse administrative responsibilities they will encounter throughout their careers.
One of the Academy’s greatest strengths lies in its emphasis on experiential learning. Officer Trainees participate in village visits, Bharat Darshan study tours, district attachments, parliamentary exposure, and interactions with policymakers, industry leaders, defence establishments, civil society organisations, and international institutions. These experiences help officers develop a deeper understanding of India’s socio-economic diversity and governance challenges while strengthening their ability to formulate practical, people-centric solutions.
Beyond induction training, LBSNAA plays a crucial role in the continuous professional development of civil servants. The Academy regularly conducts Mid-Career Training Programmes (MCTPs) for IAS officers at different stages of their careers. These programmes enhance leadership capabilities, update officers on emerging policy issues, and expose them to global best practices in governance, public management, technology, and innovation. International collaborations with leading universities and institutions further enrich these programmes.
The Academy also serves as an important centre for research, policy dialogue, and administrative reforms.
