Sumit Garg IRSEE appointed as CEO- Investor Education & Protection Fund Authority
Shri Sumit Garg IRSEE (2002) has been appointed as Chief Executive Officer (CEO), Investor Education & Protection Fund Authority (IEPFA), Ministry of Corporate Affairs, for a combined tenure of seven years upto 31/08/2029.

The Chief Executive Officer (CEO) of the Investor Education and Protection Fund Authority (IEPFA) occupies a pivotal position in India’s financial governance architecture, leading the Government’s efforts to protect investors, promote financial literacy, and strengthen confidence in the country’s capital markets. Functioning under the Ministry of Corporate Affairs, the CEO is responsible for implementing policies that safeguard investor interests while ensuring effective administration of the Investor Education and Protection Fund (IEPF). The position combines regulatory oversight, financial administration, public outreach, and strategic policy implementation, making it one of the most significant leadership roles in investor protection.
The Investor Education and Protection Fund Authority was established under the Companies Act, 2013, to administer the Investor Education and Protection Fund, facilitate the refund of unclaimed dividends, shares, debentures, deposits, and other eligible amounts to rightful claimants, and undertake initiatives that promote investor awareness across the country. The CEO serves as the executive head of the Authority and is responsible for translating its statutory mandate into effective programmes and citizen-centric services.
One of the primary responsibilities of the CEO is overseeing the administration of the Investor Education and Protection Fund. This includes ensuring efficient management of funds transferred by companies, maintaining transparency in financial operations, and ensuring compliance with the provisions of the Companies Act and related rules. The CEO also supervises the processing of claims for refund of unclaimed financial assets, enabling investors and their legal heirs to recover investments that have remained unclaimed for extended periods.
A major focus of the CEO’s role is promoting investor education and financial awareness. The Authority conducts nationwide campaigns, workshops, seminars, digital outreach programmes, and educational initiatives aimed at empowering citizens with knowledge about investments, financial planning, shareholder rights, and fraud prevention. Special emphasis is placed on educating first-time investors, senior citizens, students, women, and people living in rural and remote areas. These initiatives help create informed investors who can participate confidently in India’s growing financial markets.
The CEO also plays a critical role in strengthening investor protection mechanisms. Working closely with regulatory bodies, financial institutions, listed companies, stock exchanges, depositories, and market intermediaries, the CEO promotes greater transparency, responsible corporate behaviour, and timely dissemination of information. Such coordination contributes to a more secure and trustworthy investment ecosystem.
Another important responsibility involves leveraging technology to improve citizen services. Under the CEO’s leadership, the Authority continually enhances digital platforms that enable investors to submit claims, track applications, access educational resources, and obtain information efficiently. Digital transformation has significantly improved transparency, reduced processing time, and made investor services more accessible across the country.
The CEO is also responsible for monitoring the utilisation of IEPF resources for approved investor awareness programmes, research studies, training initiatives, and projects that enhance financial literacy. Effective utilisation of these resources supports the Government’s broader objective of increasing financial inclusion and expanding participation in formal financial markets.
Policy formulation and implementation constitute another key dimension of the role. The CEO provides valuable inputs to the Ministry of Corporate Affairs on matters relating to investor protection, corporate governance, shareholder rights, and financial education. Recommendations emerging from the Authority often contribute to strengthening the regulatory framework and improving the ease of doing business while ensuring adequate safeguards for investors.
The position demands continuous engagement with a wide range of stakeholders, including government departments, regulatory agencies such as the Securities and Exchange Board of India (SEBI), companies, investor associations, educational institutions, and consumer organisations. Building consensus and promoting collaborative initiatives are essential for creating a robust investor protection ecosystem.
The importance of the CEO, IEPFA, has grown significantly as India’s capital markets expand rapidly and millions of new investors enter the financial system. Rising participation in equity markets, mutual funds, digital investment platforms, and other financial instruments has increased the need for strong investor awareness, efficient grievance redressal, and effective protection against financial fraud and misinformation. The CEO plays a central role in ensuring that investor confidence remains strong while encouraging responsible participation in wealth creation.
As India progresses towards becoming a developed economy with deeper and more inclusive financial markets, the role of the Chief Executive Officer of the Investor Education and Protection Fund Authority assumes even greater significance. Through effective fund administration, investor education, technology-driven service delivery, policy support, and stakeholder collaboration, the CEO contributes to building a transparent, accountable, and investor-friendly financial ecosystem. The position represents a unique blend of administrative leadership, financial governance, and public service, making it an indispensable pillar of India’s corporate and capital market framework.
Indian Bureaucracy News wishes Shri Sumit Garg the very best.
