Ministry of Road Transport & Highways

Shri Udit Agrawal, an Indian Administrative Service officer, reflects a career shaped by strong academic grounding and wide-ranging administrative exposure. A graduate of University of Delhi, he completed his B.Com (Honours) from Hindu College with First Class distinction, followed by an LL.B. from the Faculty of Law, Law Centre-I. This combination of commerce and legal education has provided him with a balanced perspective on governance, particularly in areas involving regulatory frameworks, public finance, and institutional administration.

Over the years, Shri Agrawal has steadily built a profile marked by consistency and adaptability. His appointment as Joint Secretary in the Ministry of Road Transport and Highways, Government of India, effective April 2026, represents a significant step in his career. In this capacity, he is entrusted with responsibilities that intersect infrastructure development, policy formulation, and implementation oversight—an area central to India’s economic momentum and connectivity ambitions.

Prior to this, he served at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) as Joint Director, a role equivalent to Joint Secretary. His tenure at LBSNAA involved engagement with training and capacity-building of civil servants, contributing to the shaping of administrative leadership in the country. This assignment reflects both institutional trust and his ability to engage with governance from a systems perspective.

His earlier role as Chief Administrator (Secretary equivalent) in the tourism sector further broadened his exposure to policy execution in a domain that blends economic development with cultural promotion. This position required coordination across departments and stakeholders, underlining his administrative versatility.

Shri Agrawal’s field experience in Gujarat forms a substantial part of his career and has been instrumental in shaping his administrative approach. As District Collector in districts such as Mehsana, Panchmahals (Godhra), and Surendranagar, he handled diverse challenges involving land revenue management, district administration, and development initiatives. His tenure in Mehsana, in particular, combined administrative leadership with developmental responsibilities in a rapidly evolving district context.

His work as Municipal Commissioner of Rajkot stands out as a key urban governance assignment. In this role, he oversaw municipal administration, urban planning, and service delivery in one of Gujarat’s major cities. Managing urban infrastructure and civic services in a dynamic environment required both operational efficiency and long-term planning, qualities that have been evident in his administrative journey.

Earlier assignments as District Development Officer in Ahmedabad and Valsad, along with his initial postings as Assistant Collector in Bharuch and Bhavnagar, provided him with a strong foundation in grassroots governance. These formative roles allowed him to engage closely with local administration, revenue systems, and developmental programmes, helping him build a grounded understanding of governance at the field level.

Throughout his career, Shri Udit Agrawal has demonstrated a steady progression through roles of increasing responsibility, moving from district-level administration to strategic positions at the Centre. His experience reflects a blend of field insight and policy engagement, enabling him to contribute effectively across sectors.

As noted in Indian Bureaucracy, his trajectory aligns with the evolving demands of public administration, where domain knowledge, legal understanding, and administrative experience converge. In his current role in road transport and highways, he is positioned to contribute meaningfully to infrastructure development and policy innovation, continuing a career defined by measured growth and dependable public service.
