Ms. Swagat Ranveerchand Bhandari IAS (Kerala 2010) has been appointed as Director – Department of Financial Services, Delhi under the Central Staffing Scheme for a period upto 29.07.2029 (i.e. combined tenure of five years putting the ex-cadre deputation and CSS deputation altogether).
Ms. Swagat Ranveerchand Bhandari is a diligent officer with wide-ranging experience across developmental administration, finance, industry, and public policy, she brings with her a strong academic foundation and a career marked by commitment and clarity.
An engineer by training, Ms. Bhandari holds a Bachelor of Engineering in Electronics from Sardar Patel College of Engineering, University of Mumbai, where she graduated with a first division. She further fortified her academic credentials with a Master’s in Public Policy from IGNOU, New Delhi, and pursued a dual MBA in Finance and Management from the University of Michigan, securing distinction in Management. Her global academic exposure and public policy grounding have contributed significantly to her nuanced approach in administration.
Ms. Bhandari began her IAS journey in 2010, undergoing rigorous training at LBSNAA, Mussoorie, followed by her early field assignments as Assistant Collector (Ernakulam) and Sub-Collector (Kochi). These formative roles provided her with a solid grounding in land revenue administration, public service delivery, and local governance.
Over the years, she has held a variety of key administrative posts in Kerala, including District Collector of Kottayam and Kasargod, where she effectively led the district administration, focusing on welfare schemes, disaster preparedness, and citizen-centric governance. Her tenure in Kasargod, from 2021 to 2023, was particularly noteworthy for efforts in inclusive development and administrative transparency.
She also served as Managing Director of the Kerala Cooperative Milk Federation, contributing to the food processing sector, and later as Director in the Industries and Commerce Department, playing a vital role in industrial policy implementation and entrepreneurship promotion.
Her appointments in the Planning and Economic Affairs Department and Finance Department (as Director of Lotteries) have given her considerable exposure to economic planning, budgeting, and revenue management. Her policy orientation was further sharpened during her tenure as Officer on Special Duty (OSD) in Higher Education, where she was involved in institutional reform and academic development.
