Dr Shobhana K Pattanayak IAS (Retd.) (Karnataka 1982), who retired as Secretary, Department of Agriculture, Cooperation & Farmers’ Welfare (Ministry of Agriculture and Farmers’ Welfare), Government of India, in September, 2018, has taken charge as the Director General of the Administrative Staff College of India (ASCI), the College for practising mangers since 1956.
Dr Pattanayak took charge from Prof.Nirmala Apsingikar, the in-charge DG, in the presence of the ASCI Court of Governors’ Chairman Mr. K.Padmanabhaiah, former Union Home Secretary, at a brief ceremony at Bella Vista on Thursday. “Happy to serve ASCI, a highly reputed institute in management training, as the DG. Every effort would be made to keep the ASCI flag flying high,” Dr.Pattanayak said. Dr. Shobhana K Pattanayak holds a Degree of Doctor of Philosophy from the Department of Studies & Research in Environmental Science, Gulbarga University, Karnataka, India; Masters in Science (Hons.) in Biological Sciences from Birla Institute of Technology & Science, Pilani, India; a Post Graduate Diploma in Environment Law from National Law School of India University, Bangalore; and a Diploma (CIAP from EcoleNationaledÁdministration (ENA) Paris, France with specialization in Public Finance.
Prior to his stint as the Secretary for the Department of Agriculture, Cooperation and Farmers’ Welfare, Government of India, he held the position of Additional Chief Secretary, Home Department, Government of Karnataka (July 2013 to February, 2016) and Principal Secretary, Energy Department, Government of Karnataka (Jan 2013 – June 2013). He was the first Mission Director, National Horticulture Mission, Government of India, at the time of its launch in 2005. He also served as Registrar, University of Mysore.
During the period 2009-12, he was posted as Minister (Agriculture), Embassy of India, Rome & Alternate Permanent Representative of India to UN Agencies in Rome. He served on the Evaluation Committee and the Executive Board of IFAD; held the position of Member, Finance Committee (2009-11 & 2011-13) and Chairperson of Committee on Agriculture, FAO (2010-2012) and President of Executive Board, WFP (2012) in Rome.
