Shri Shankar Lal Kumawat IAS (Tamil Nadu 2010) has been appointed as Joint Secretary- Department of Revenue for a combined tenure of five years upto 02/03/2030 vice Shri Naval Kishore Ram IAS (MH:2008), by cancelling the appointment of Shri Shailesh Bagauli IAS (UD 2002) as Joint Secretary, Department of Revenue vide ACC order No. 33/12/2025-EO(SMI) dated 31.12.2025.
Shri Shankar Lal Kumawat is a seasoned officer of the Indian Administrative Service, whose career reflects a steady progression through diverse domains of governance, particularly in finance, taxation, urban administration, and public policy. With a strong academic grounding and wide-ranging administrative exposure across both state and central assignments, he represents a balanced and methodical approach to public service.
His academic journey began at University of Rajasthan, where he earned a Bachelor of Science in Biology with First division. He further pursued a Master of Arts in History from the same university, again securing First class, and later qualified the National Eligibility Test (NET) conducted by the University Grants Commission. Complementing his academic background, he completed an online certification in Procurement from World Bank, achieving First Class with Distinction. This combination of humanities, scientific understanding, and specialized training in procurement reflects a well-rounded intellectual foundation.
Shri Kumawat began his administrative career with training and early field assignments in Tamil Nadu, including his role as Assistant Collector (Trainee) in Tirunelveli and subsequently as Sub-Collector in Kanyakumari and Nagarkovil. These formative roles provided him with direct exposure to land revenue administration, district governance, and grassroots-level public service delivery. Such assignments are instrumental in shaping an officer’s administrative instincts and responsiveness to local challenges.
He later served on inter-cadre deputation in Rajasthan, where he held key positions in urban development, finance, and tribal welfare. As Secretary in the State Housing Board under the Urban Development and Housing Department, he was involved in housing policy and urban infrastructure. Returning to Tamil Nadu, Shri Kumawat held several significant positions in urban governance and finance. As Joint Commissioner in the Commercial Taxes Department, he was involved in taxation administration, including large taxpayer units. His subsequent roles in the Greater Chennai Corporation as Joint Commissioner and later Additional Commissioner placed him at the centre of urban administration, dealing with municipal governance, civic infrastructure, and public service delivery in one of India’s largest cities.
His tenure as District Collector and District Magistrate of Ramanathapuram further reinforced his field credentials. In this role, he oversaw district administration, law and order, disaster management, and development programs, requiring a balanced and responsive administrative approach. Following this, he served as Additional Chief Electoral Officer in Tamil Nadu, contributing to the conduct and management of electoral processes—an area critical to democratic governance.
Briefly serving as Additional Secretary in the Home, Prohibition, and Excise Department, he engaged with excise policy and regulatory frameworks before moving to the central government. At the Centre, he has been associated with the Department of Revenue under the Ministry of Finance. As Director, he handled financial management and revenue-related responsibilities, contributing to policy implementation and administrative oversight.
Currently, Shri Shankar Lal Kumawat serves as Joint Secretary in the Department of Revenue, where he is involved in high-level policy formulation, financial governance, and coordination within the Government of India.
