Shri Shaleen IAS (Haryana 2012) has been appointed as Director in the Department of Investment and Public Asset Management, Delhi under the Central Staffing Scheme for a period of five years.
Who is IAS Shaleen – A Medical Professional Turned Accomplished Administrator
Shri Shaleen, an officer of the Indian Administrative Service (IAS) of the Haryana cadre, represents a distinctive blend of medical expertise and public administration. A qualified medical professional with an M.B.B.S. and M.D. in Medicine from Maharshi Dayanand University, Rohtak, he has built a diverse career spanning district administration, finance, urban development, healthcare, agriculture, cooperative institutions, food storage and tourism.
His academic foundation in medicine was developed at Pt. B. D. Sharma Post Graduate Institute of Medical Sciences, Rohtak, where he pursued his M.B.B.S. education. He subsequently completed his M.D. in Medicine from M.D. University, Rohtak. This background has provided him with a strong understanding of public health and healthcare systems, an advantage that has been particularly relevant during his assignments in the Medical Education and Research Department of Haryana.
Shri Shaleen began his administrative career after completing training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie. His early field experience included serving as Assistant Commissioner (Under Training) in Mewat, followed by postings as Sub-Divisional Officer (Civil) in Bhiwani and Sonepat. These assignments gave him valuable exposure to grassroots administration, revenue matters, law and order coordination, public grievance redressal and the implementation of government schemes.
He later served as Additional Deputy Commissioner-cum-Chief Executive Officer of the District Rural Development Agency in Yamuna Nagar. The position enabled him to work closely with rural development programmes and district-level implementation mechanisms. He subsequently held important responsibilities in municipal administration and finance. As Commissioner in the Municipal Administration Department and later as Municipal Commissioner, Rohtak, he gained experience in urban governance and civic administration.
His responsibilities expanded significantly when he was appointed Chief Administrator in the Housing for All Department. The assignment involved matters related to urban development and housing administration. He also served as Special Secretary in the Finance and Planning Department and Additional Secretary in the Finance Department, giving him exposure to budgetary processes, financial administration and government planning.
Healthcare and medical education have remained important areas of Shri Shaleen’s professional experience. He served as Director and Additional Secretary in the Medical Education and Research Department and later as Director and Special Secretary in the same department. His medical qualifications would have provided an important professional perspective while dealing with medical education, healthcare institutions and administrative issues connected with the health sector.
Shri Shaleen has also held several significant positions in the cooperative and agriculture sectors. He served as Managing Director of the Haryana State Cooperative Bank, Managing Director of the Haryana State Warehousing Corporation and Managing Director of the Haryana Land Reclamation and Development Corporation. These assignments brought him into direct engagement with cooperative banking, agricultural development, land reclamation, warehousing and food storage systems.
His administrative experience further includes serving as Registrar of Cooperative Societies, Haryana, and as Special Secretary in the Land Revenue and Disaster Management Department. He has also served as Deputy Commissioner, handling the important responsibilities of district administration, land revenue management and coordination of government agencies.
In the field of civil aviation, Shri Shaleen served as Director and Special Secretary in the Civil Aviation Department of Haryana. More recently, he served as Director of Tourism and Ex-Officio Senior Special Secretary in the Tourism Department. During this period, his responsibilities included tourism and eco-tourism-related administration. He also held additional responsibilities as Managing Director of Haryana Tourism Corporation and Special Officer of the Kurukshetra Development Board.
Shri Shaleen’s career reflects the versatility expected of a senior civil servant. His transition from medicine to administration has enabled him to bring together professional knowledge, field experience and institutional management. With experience across health, finance, agriculture, cooperative banking, urban development, revenue administration, disaster management, warehousing and tourism, he has developed a broad administrative profile.
