Marking a major step in advancing leadership excellence in India’s Public Sector Enterprises (PSEs), the Standing Conference of Public Enterprises (SCOPE), in collaboration with the Capacity Building Commission (CBC), launched the flagship leadership development program ‘DAKSH’ with its first educational immersion at the prestigious Indian Institute of Management (IIM) Ahmedabad.
The inaugural session was graced by key dignitaries including Shri Adil Zainulbhai, Chairman, CBC; Shri Atul Sobti, Director General, SCOPE; Dr. Alka Mittal, Member, CBC; and Prof. Bharat Bhaskar, Director, IIM Ahmedabad. Also present were senior officials from McKinsey & Company, the knowledge partner, and faculty members from IIM Ahmedabad, the academic partner, underlining the multi-institutional collaboration powering this initiative.
The DAKSH program has been carefully crafted to prepare senior leaders of PSEs for future challenges by fostering strategic thinking, innovation, and collaborative leadership. This six-day immersive module at IIM Ahmedabad brings together a rich blend of pedagogical methods including faculty-led sessions, real-life case analyses, peer-to-peer learning, and interactive dialogues. These elements are designed not just to transfer knowledge but to encourage introspection and practical application of leadership principles in public sector contexts.
The first cohort of DAKSH includes approximately 75 high-potential senior executives from a wide range of public sector organizations. Their selection reflects a strong commitment to grooming future-ready leaders who can drive performance, transformation, and accountability within their respective enterprises. Through the exposure to world-class academic environments and cross-sectoral insights, participants will develop capabilities aligned with both national development priorities and global benchmarks of governance.
DAKSH is more than just a leadership program—it is a visionary initiative to revitalize the talent ecosystem within India’s public enterprises. It reflects SCOPE’s broader mission to nurture an ecosystem of continuous learning, capacity building, and professional excellence in the public sector. The collaboration with CBC, along with knowledge and academic partners, is testimony to the shared vision of transforming governance through empowered and agile leadership.
Speaking at the event, Shri Adil Zainulbhai emphasized the critical role of leadership development in public administration and urged participants to become catalysts for change in their organizations. Shri Atul Sobti highlighted the value of such strategic partnerships in driving systemic improvement and innovation across the public sector landscape.
As the DAKSH program unfolds, it is set to become a benchmark in executive leadership development for the public sector—integrating policy, practice, and performance. It signifies not just capacity building, but a step towards creating a new cadre of leaders ready to lead India’s public sector into the future with competence, integrity, and purpose.
