Shri Sarvanan Mannai Pathakkam IPoS (2000) presently CVO- Bharat Electronics Ltd. (BEL), Bengaluru has been given the additional charge as CVO- Hindustan Aeronautics Ltd. (HAL), Bengaluru for a period of six months .
Dr. P. M. Saravanan, an Indian Postal Service (IPoS) officer of the 2000 batch, is a seasoned civil servant with over two decades of distinguished experience spanning public administration, technology leadership, digital transformation, institutional governance, and policy implementation. His career reflects a rare combination of field-level administrative expertise and high-level technology management, making him one of the few officers with extensive experience in both governance and mission-critical IT operations.
Throughout his career, Dr. Saravanan has held a wide range of assignments in the Department of Posts, contributing significantly to administrative reforms, operational efficiency, and technology-driven modernization. Prior to his present assignment, he served as General Manager, Centre for Excellence in Postal Technology (CEPT), Bengaluru, where he was responsible for leading major Information Technology projects of the Department of Posts for nearly five years. In this role, he played a pivotal part in the planning, implementation, and management of key digital initiatives that strengthened technology-enabled service delivery across the country’s postal network.
Earlier, Dr. Saravanan headed the Data Centre Operations at the UIDAI Technology Centre, Bengaluru, for a period of five years. This assignment provided him with extensive exposure to managing one of the country’s largest and most critical digital infrastructures. He acquired rich experience in technology operations, IT infrastructure management, data centre administration, cybersecurity, business continuity, and the management of large-scale, mission-critical systems that support millions of citizens every day.
Before moving into technology leadership, Dr. Saravanan built a strong foundation in field administration. He served as Postal Divisional Head at Nellore, Vijayawada, and Hyderabad, where he successfully managed postal operations, financial services, human resources, and public service delivery. These assignments equipped him with valuable grassroots administrative experience and a deep understanding of public-facing governance.
At the regional level, he held several important leadership positions, including Regional Director, Southern Region, Tamil Nadu, Regional Director, South Karnataka Region, and Director (Headquarters), Bengaluru. He also briefly served as Regional Head, South Karnataka Region, overseeing administrative coordination, operational management, and policy implementation across the region. His varied assignments have enabled him to develop a comprehensive understanding of organizational leadership, regional administration, and institutional management.
Dr. Saravanan is equally distinguished for his exceptional academic accomplishments. He possesses a multidisciplinary educational background that seamlessly integrates science, technology, management, public policy, and law. He earned a Bachelor’s degree in Agriculture and a Master’s degree in Agricultural Microbiology from the Agricultural College and Research Institute, Tamil Nadu Agricultural University, Coimbatore. He subsequently obtained a Ph.D. in Microbiology from the Indian Agricultural Research Institute (IARI), New Delhi.
Further strengthening his professional credentials, he completed a Master of Computer Applications (MCA) from Madurai Kamaraj University, the prestigious Post Graduate Programme in Public Policy and Management (PGPPM) at the Indian Institute of Management Bangalore (IIM Bangalore), and a Master of Business Laws (MBL) from the National Law School of India University (NLSIU), Bengaluru.

The Chief Vigilance Officer (CVO) of Hindustan Aeronautics Limited (HAL) serves as the apex vigilance functionary within the public sector aerospace and defence company, responsible for promoting integrity, transparency, and accountability across the organization. The CVO functions as the key link between HAL and the Central Vigilance Commission (CVC), ensuring compliance with vigilance guidelines and the highest standards of ethical governance.
The CVO is typically an officer from the Indian Administrative Service (IAS), Indian Police Service (IPS), or another Central Service, appointed on deputation with the approval of the Central Vigilance Commission and the Government of India. The officer functions independently while working in close coordination with HAL’s management and reports on vigilance matters to both the Chairman & Managing Director of HAL and the Central Vigilance Commission, as per the prescribed framework.
