Shri Sanjay Jaju IAS (Telangana 1992) presently Secretary- Ministry of Development of North Eastern Region has been approved repatriation to his parent cadre on the request of Government of Telangana by the Appointments Committee of the Cabinet.

The Secretary, Ministry of Development of North Eastern Region (MDoNER) is the highest-ranking civil servant in the Ministry and serves as its administrative head. The position carries significant responsibility in shaping, coordinating, and implementing policies and programmes aimed at the socio-economic development of India’s North Eastern Region. As the senior-most executive officer of the Ministry, the Secretary acts as the principal adviser to the Union Minister and plays a pivotal role in translating government policies into actionable programmes and measurable outcomes.

Ministry of DoNER

The Ministry of Development of North Eastern Region was established to focus exclusively on the development needs of the eight North Eastern states—Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura. Given the region’s strategic importance, geographical challenges, rich cultural diversity, and developmental aspirations, the role of the Secretary becomes particularly crucial in ensuring that central government initiatives effectively reach the intended beneficiaries.

One of the primary responsibilities of the Secretary is policy formulation and strategic planning. The Secretary provides expert advice to the political leadership on issues related to infrastructure development, connectivity, economic growth, social welfare, investment promotion, tourism, education, healthcare, and sustainable development in the North Eastern Region. Through continuous engagement with stakeholders, state governments, and central ministries, the Secretary helps identify priorities and develop policies that address regional challenges while leveraging local strengths.

The Secretary is also responsible for overseeing the implementation of various schemes and projects undertaken by the Ministry. This includes monitoring progress, evaluating outcomes, ensuring timely execution, and addressing bottlenecks that may arise during implementation. The role requires constant coordination with state governments, project implementing agencies, and other departments of the Government of India to ensure that developmental initiatives are completed efficiently and within stipulated timelines.

Financial management constitutes another major aspect of the Secretary’s responsibilities. The Secretary supervises the preparation and utilization of the Ministry’s budget, ensuring that funds are allocated effectively and utilized in accordance with government rules and priorities. Careful monitoring of expenditure and project performance helps maximize the impact of public investments in the region. The Secretary also plays a key role in reviewing funding proposals and ensuring transparency and accountability in the use of public resources.

Inter-ministerial coordination is an important function of the office. Development challenges in the North Eastern Region often require collaboration among multiple ministries and departments, including those dealing with roads, railways, telecommunications, power, education, health, and rural development. The Secretary facilitates cooperation among these entities to ensure that development efforts are integrated and mutually reinforcing. Such coordination is essential for achieving comprehensive and sustainable regional growth.

The Secretary also represents the Ministry at high-level meetings, conferences, and consultations involving central and state governments, autonomous bodies, development agencies, and other stakeholders. Through these interactions, the Secretary helps build consensus, promote partnerships, and advance initiatives that contribute to the region’s development objectives. The position therefore requires strong leadership, administrative expertise, and effective communication skills.

Another important responsibility is oversight of institutions, organizations, and programmes functioning under the Ministry’s administrative control. The Secretary ensures that these entities operate efficiently, adhere to policy directives, and contribute meaningfully to the Ministry’s goals. Regular reviews and performance assessments help maintain accountability and improve service delivery.

In addition to administrative duties, the Secretary plays a significant role in promoting innovation and best practices in governance. By encouraging the adoption of modern management techniques, digital technologies, and evidence-based decision-making, the Secretary helps enhance the effectiveness of development programmes and improve outcomes for citizens.

The position of Secretary, Ministry of Development of North Eastern Region, is therefore central to the Government of India’s efforts to accelerate growth, improve connectivity, strengthen infrastructure, and enhance the quality of life in the North Eastern states. Combining policy leadership, administrative oversight, financial stewardship, and inter-governmental coordination, the Secretary serves as a key architect of development initiatives aimed at unlocking the vast potential of the region and integrating it more closely with the national growth story.
