Shri Sandeep Bhagia IAS (Uttar Pradesh 2018), presently Additional Commissioner- State Tax, Gautam Buddh Nagar, has been transferred and appointed as Managing Director (MD)- Madhyanchal Vidyut Vitran Nigam Limited (MVVNL), Lucknow.

Shri Sandeep Bhagia IAS, a 2018-batch Indian Administrative Service (IAS) officer, represents a new generation of civil servants with a strong academic foundation in engineering and technology. He holds a Master of Technology (M.Tech.) in Electrical Engineering from the Indian Institute of Technology (IIT) Delhi, one of India’s premier institutions for higher education and research.

The Managing Director (MD), Madhyanchal Vidyut Vitran Nigam Limited (MVVNL) heads one of the five power distribution companies operating under the Uttar Pradesh Power Corporation Limited (UPPCL). Headquartered in Lucknow, MVVNL is responsible for distributing electricity across the central region of Uttar Pradesh, serving millions of domestic, agricultural, commercial, industrial, and institutional consumers. The Managing Director provides strategic leadership in ensuring reliable, efficient, and consumer-centric power distribution while supporting the State’s growing energy requirements.

As the chief executive of the utility, the Managing Director oversees the planning, operation, and maintenance of the electricity distribution network, including substations, transformers, feeders, and transmission interfaces. These include feeder separation, substation augmentation, rural electrification, strengthening of urban distribution networks, smart metering, underground cabling in select areas, and digital transformation of consumer services. Such initiatives contribute to improving power quality, reducing technical losses, and expanding access to reliable electricity.

Consumer service remains a central focus of the organisation. The Managing Director oversees grievance redressal mechanisms, customer care centres, online service platforms, and initiatives that simplify new electricity connections, bill payments, complaint registration, and service requests. The increasing adoption of digital technologies has significantly enhanced transparency, efficiency, and convenience for electricity consumers across the distribution area.

The office also coordinates closely with UPPCL, power generation companies, transmission utilities, regulatory authorities, district administrations, and other stakeholders to ensure efficient energy management and uninterrupted power supply. During periods of peak demand, adverse weather conditions, or emergencies, the Managing Director leads efforts to restore services swiftly while maintaining grid stability and operational resilience.
