Shri Sanjay Kumar Singh-I IAS (Uttar Pradesh 2012), presently Special Secretary, Culture Department and Director, Religious Affairs Directorate, has been relieved from the charge of Special Secretary- Culture Department and entrusted with the additional charge of Director- Culture, Uttar Pradesh.
The Director, Culture Department, Government of Uttar Pradesh, occupies a pivotal position in preserving, promoting, and celebrating the rich cultural heritage of India’s most populous state. As the administrative head of the Directorate of Culture, the Director is entrusted with implementing policies and programmes that safeguard Uttar Pradesh’s diverse traditions, performing arts, literature, music, dance, folk heritage, historical monuments, and cultural institutions. The office serves as a vital link between the Government, artists, cultural organisations, academic institutions, and the public, ensuring that the state’s vibrant cultural legacy continues to flourish while adapting to contemporary aspirations.
Working under the Department of Culture, Government of Uttar Pradesh, the Director provides strategic leadership in planning and executing initiatives that promote cultural preservation and public engagement. The role combines administrative expertise with an appreciation of history, heritage, and the creative arts, requiring close coordination with various government departments, district administrations, cultural academies, museums, libraries, universities, and independent artists across the state.
One of the principal responsibilities of the Director is to formulate and implement programmes aimed at conserving Uttar Pradesh’s tangible and intangible cultural heritage. The Directorate supports initiatives for documenting folk traditions, preserving historical records, promoting indigenous art forms, and encouraging research on the state’s cultural history. Through these efforts, the department contributes to safeguarding centuries-old traditions for future generations while strengthening cultural identity and social cohesion.
The Director also supervises the organisation of state-level cultural festivals, literary events, exhibitions, music and dance performances, theatre festivals, seminars, and commemorative programmes celebrating eminent personalities and significant historical events. These programmes provide platforms for established as well as emerging artists, encouraging artistic excellence while enhancing public appreciation of the state’s rich cultural diversity. Promotion of traditional arts and crafts constitutes another important aspect of the Director’s responsibilities. Uttar Pradesh is renowned for its classical music traditions, Kathak dance, folk performances, handicrafts, and regional art forms. The Directorate works to preserve these traditions by supporting artists, organising workshops, facilitating training programmes, and encouraging participation in national and international cultural events. These initiatives help sustain traditional livelihoods while ensuring wider recognition of the state’s artistic heritage.
The office also oversees the functioning of cultural institutions, museums, memorials, auditoriums, and heritage centres operating under the Department of Culture. The Director ensures that these institutions remain vibrant centres of learning, public engagement, and cultural exchange through improved infrastructure, innovative programming, and effective administration. Collaboration with educational institutions and research organisations further strengthens documentation, conservation, and dissemination of cultural knowledge.
The promotion of cultural tourism has assumed increasing significance in recent years. The Director works closely with the Tourism Department, Archaeology Department, local administrations, and other stakeholders to showcase Uttar Pradesh’s unique cultural assets. Administrative leadership forms an integral part of the position. The Director supervises departmental personnel, oversees financial management, monitors implementation of cultural schemes, and ensures effective utilisation of government resources. The office also facilitates partnerships with cultural organisations, voluntary institutions, and private stakeholders to encourage wider participation in cultural activities and heritage conservation.
With the growing emphasis on digital technologies, the Directorate has expanded its efforts towards digitisation of archival material, preservation of manuscripts, online cultural exhibitions, digital documentation of folk traditions, and promotion of cultural content through digital platforms. These initiatives enhance accessibility while ensuring long-term preservation of valuable cultural resources.
The Director also plays an important role in implementing national and state initiatives aimed at promoting cultural awareness, preserving heritage sites, and recognising outstanding contributions made by artists, scholars, writers, and cultural practitioners. Through grants, awards, fellowships, and institutional support, the department encourages excellence in the arts while fostering an environment conducive to creativity and innovation.
