A qualified medical professional, Dr. Rupesh Kumar holds an M.B.B.S. degree from Darbhanga Medical College, Lalit Narayan Mithila University, Darbhanga, where he graduated with distinction. His transition from medicine to the Indian Administrative Service highlights his deep commitment to public service and his ability to apply analytical precision to administrative decision-making.
Dr. Kumar has held a range of important positions across diverse departments of the Uttar Pradesh Government. His prior assignments include Inspector General (Registration), Special Secretary, Secondary Education Department, and Special Secretary, Medical Education, where he played key roles in improving policy implementation and institutional efficiency. Earlier, he also served as District Magistrate, Lalitpur and Kannauj, and Chief Development Officer, Agra, overseeing critical programs in development administration, health, education, and governance.
With wide-ranging administrative exposure covering Health & Family Welfare, Education, Energy, Environment & Forests, Irrigation, and Revenue Administration, Dr. Rupesh Kumar has consistently demonstrated competence in managing complex policy domains.
