Who is IAS Roli Singh | Ms. Roli Singh, IAS, is a distinguished civil servant with an accomplished career spanning more than 25 years. An officer of the Rajasthan cadre, she has consistently demonstrated exceptional leadership, policy insight, and administrative acumen in diverse sectors of governance. She is presently serving as Additional Secretary in the Department of Health & Family Welfare, Government of India, and has recently been appointed as the Chairperson of the National Authority for the Chemical Weapons Convention (NACWC)—a prestigious assignment that reflects her stature, competence, and integrity as a senior administrator.

Ms. Singh’s academic journey is as remarkable as her professional career. She earned her B.A. (Hons.) in History from Lady Shri Ram College, Delhi University, followed by an M.A. in History from Delhi University. To further enrich her understanding of governance, she pursued an M.Sc. in Public Management and Governance from the London School of Economics and Political Science (LSE), where she graduated with distinction. Since December 2021, she has been serving as Additional Secretary in the Ministry of Health & Family Welfare, playing a pivotal role in shaping public health policy, overseeing key national programmes, and strengthening health systems. Her work has been particularly crucial during times when the nation has faced public health challenges, reflecting her ability to combine strategic policy thinking with practical implementation.

Prior to her central posting, Ms. Singh held several senior assignments in the state of Rajasthan. She served as Principal Secretary to the Government in multiple departments, including Personnel, Higher & Technical Education, and Women & Child Development. In these roles, she led initiatives to strengthen administrative reforms, improve educational infrastructure, and advance women and child welfare programmes, leaving a lasting impact on governance and social development. Her tenure as Principal Secretary, Agriculture & Personnel (A-1), further highlighted her versatility in handling critical state functions with efficiency and foresight.

As Secretary to the Government in the Medical Education Department and later in the Women & Child Development Department, she worked extensively to enhance access to healthcare and empower vulnerable groups, especially women and children. Earlier, her role in the Tourism, Art & Culture Department allowed her to contribute to Rajasthan’s cultural promotion and tourism development, demonstrating her ability to adapt seamlessly across sectors.

Her service record also includes significant experience at the grassroots level. Ms. Singh served as District Collector and District Magistrate in Ajmer, Dausa, and Karauli, where she was directly responsible for governance, development, and law and order. These postings earned her a reputation for effective crisis management, people-centric administration, and strong leadership in district development programmes. Her tenure as Project Director in Rajasthan’s Health Systems Development Project and DPIP (District Poverty Initiatives Programme) also reflected her commitment to improving health delivery and poverty alleviation at the grassroots.

At the national level, she has contributed significantly to personnel and training. Her tenure as Deputy Director and later Director at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, was particularly noteworthy. At LBSNAA, she was responsible for shaping the training of India’s future civil servants, imparting her vast administrative experience and reinforcing the values of integrity, discipline, and service.

Ms. Singh has also held key responsibilities in the Finance, Science & Technology, and Rural Engineering Services Departments, which further broadened her administrative spectrum. From fiscal management to promoting scientific innovation and strengthening rural infrastructure, she has consistently brought a results-oriented and reform-driven approach to governance.
