Ms Deepa Ranjan IAS (Uttar Pradesh 2013), presently Mission Director- Uttar Pradesh State Rural Livelihood Mission (UPSRLM), Lucknow, has been transferred and appointed as Special Secretary- Culture Department, Uttar Pradesh.

The Special Secretary, Culture Department, Government of Uttar Pradesh, holds a significant administrative position responsible for supporting the preservation, promotion, and advancement of the state’s rich cultural heritage. Working within the Department of Culture, the Special Secretary assists in policy formulation, programme implementation, institutional coordination, and administrative oversight of initiatives that celebrate Uttar Pradesh’s diverse traditions, performing arts, literature, architecture, museums, archives, and historical legacy. The office plays a vital role in ensuring that the state’s cultural wealth is preserved for future generations while fostering an environment where art and culture continue to flourish.

Uttar Pradesh occupies a unique place in India’s cultural landscape. Home to ancient cities such as Varanasi, Ayodhya, Prayagraj, Mathura, Agra, Jhansi, and Lucknow, the state has contributed immensely to Indian civilisation through its literature, music, dance, theatre, architecture, spirituality, crafts, and festivals. The Culture Department works to safeguard this remarkable heritage through conservation projects, cultural events, institutional support, and public outreach programmes. The Special Secretary contributes significantly to the planning, coordination, and effective implementation of these initiatives.

One of the primary responsibilities of the Special Secretary is assisting in the formulation and execution of policies aimed at preserving tangible and intangible cultural heritage. This includes support for museums, libraries, archives, memorials, archaeological sites, cultural centres, and institutions engaged in research, documentation, and conservation. Administrative supervision ensures that these institutions function efficiently while promoting public awareness of the state’s historical and cultural legacy.

The Special Secretary also plays an important role in organising state-level cultural festivals, commemorative events, literary gatherings, art exhibitions, music and dance performances, and heritage celebrations. These programmes showcase Uttar Pradesh’s diverse artistic traditions while providing valuable platforms for artists, writers, performers, scholars, artisans, and cultural organisations. Such initiatives strengthen cultural identity and encourage wider public participation in the preservation of heritage.

Promotion of traditional arts and crafts forms another important area of responsibility. The office supports programmes aimed at encouraging folk music, folk dances, theatre traditions, handicrafts, classical art forms, and regional cultural practices. By facilitating institutional support, financial assistance, exhibitions, workshops, and cultural exchanges, the department contributes to sustaining traditional knowledge systems and creating opportunities for artists and artisans.

The Special Secretary works closely with district administrations, cultural academies, museums, autonomous bodies, educational institutions, tourism authorities, and other government departments to ensure effective coordination in implementing cultural initiatives. Such interdepartmental collaboration strengthens heritage conservation, cultural tourism, educational outreach, and public engagement while enhancing the visibility of Uttar Pradesh’s cultural assets at the national and international levels.

Administrative efficiency remains central to the role. The Special Secretary oversees programme planning, budget utilisation, project monitoring, procurement processes, policy compliance, and evaluation of departmental schemes. Regular review meetings, field visits, and performance assessments help ensure timely implementation of projects while maintaining transparency and accountability in public administration.

Digital preservation and modern documentation have become increasingly important components of cultural administration. The department has adopted technology to digitise archival records, manuscripts, museum collections, photographs, and historical documents while improving public access to cultural resources. The Special Secretary supports initiatives that integrate digital platforms with heritage management, ensuring that valuable cultural assets remain accessible to researchers, students, and the public.

Public participation is another key focus area. The office encourages community involvement in heritage conservation through awareness campaigns, educational programmes, youth engagement initiatives, and collaborations with cultural organisations and civil society institutions. Such efforts help strengthen appreciation for local traditions while promoting responsible preservation of historical monuments, artistic practices, and cultural landmarks.

As Uttar Pradesh continues to strengthen its position as one of India’s foremost cultural destinations, the Special Secretary, Culture Department, plays an important role in balancing heritage conservation with contemporary cultural development. Through effective policy implementation, institutional coordination, administrative leadership, and promotion of artistic excellence, the office contributes significantly to preserving the state’s unique civilisational legacy while supporting inclusive cultural growth. By fostering creativity, protecting heritage, and encouraging cultural participation, the Special Secretary helps reinforce Uttar Pradesh’s enduring contribution to India’s rich and diverse cultural heritage.
