In a significant step towards advancing India’s smart power infrastructure, REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, has signed major agreements for the deployment of 33.26 lakh prepaid smart meters in Gujarat. These agreements mark the implementation of Phase-II of the Advanced Metering Infrastructure (AMI) project under the Revamped Distribution Sector Scheme (RDSS).
The agreements were formalized on 10th July 2025 in Rajkot, Gujarat, and include the signing of the Project Implementation Agency (PIA) Agreement and the Distribution Development Fund (DDF) Agreement. The initiative is set to be executed within the jurisdiction of Paschim Gujarat Vij Company Limited (PGVCL) on a Design-Build-Finance-Own-Operate-Transfer (DBFOOT) basis.
Further strengthening the project, RECPDCL also entered into the Advanced Metering Infrastructure Service Provider (AMISP) Contract Agreement with M/s Bharat Grid Private Limited. Bharat Grid is a joint venture between Actis and EDF India, bringing global expertise and advanced technology solutions to the project.
The signing ceremony witnessed the presence of key dignitaries including Shri K.P. Joshi, IAS, Managing Director of PGVCL; Shri T.S.C. Bosh, CEO of RECPDCL; Shri Saurabh Rastogi, Executive Director of RECPDCL; Shri R.J. Vala, Chief Engineer of PGVCL; and Shri Christophe Feuillard, CEO of Bharat Grid Private Limited, along with senior officials from all partner organizations.
This large-scale smart metering rollout is expected to bring multiple benefits to Gujarat’s power distribution ecosystem. It aims to significantly reduce technical and commercial losses, minimize downtime, enhance operational efficiency, and promote better consumer engagement through transparent and timely energy usage data.
The project aligns with the broader goals of RDSS to improve the financial sustainability and operational performance of distribution companies. With prepaid smart meters enabling real-time monitoring and billing, the initiative is also a key step in empowering consumers and facilitating demand-side management.
Through this ambitious smart metering initiative, RECPDCL and its partners are contributing to the digital transformation of India’s power distribution sector and laying the foundation for a more resilient and consumer-centric energy future.
