Shri Rawther Dawood Nazeem IAS (Himachal Pradesh 1995) has been empanelled as Secretary at the Centre.
Shri Rawther Dawood Nazeem is a distinguished officer of the Indian Administrative Service known for his extensive experience in public administration, governance, and policy implementation across both the Government of Himachal Pradesh and the Government of India. An accomplished academic, he holds a Bachelor of Engineering degree in Mechanical Engineering, securing First Division. Over the course of more than two decades in the civil services, Shri Nazeem has held a wide range of key administrative positions, contributing significantly to sectors such as food and public distribution, energy, commerce, district administration, and cooperative governance. His career reflects a consistent commitment to efficient governance, public service delivery, and administrative reforms.
At present, Shri Rawther Dawood Nazeem is serving as Principal Secretary and Additional Secretary in the Food & Civil Supplies Department, Government of Himachal Pradesh, based in Shimla. Since assuming this role on 7 December 2021, he has been responsible for overseeing the state’s food security framework, public distribution systems, and consumer welfare initiatives. His leadership has focused on strengthening supply chain efficiency, ensuring transparency in food distribution, and improving access to essential commodities for the citizens of the state. His work in this department has been instrumental in supporting welfare schemes and ensuring effective implementation of policies designed to safeguard food security in Himachal Pradesh.
Before taking up his current assignment, Shri Nazeem served at the national level in the Government of India as Executive Director, a position equivalent to Joint Secretary, in the Food Corporation of India (FCI) at Chennai from September 2014 to September 2021. During this long tenure, he played a critical role in managing food grain procurement, storage, and distribution systems in one of India’s most important public sector food management organizations. His work involved coordination between central and state agencies, policy implementation related to food procurement, and strengthening the logistics framework of food grain movement and storage across regions.
In 2014, prior to his central deputation, Shri Nazeem held multiple important responsibilities in the Government of Himachal Pradesh simultaneously. He served as Secretary in the departments of Personnel and General Administration (SAD & GAD), Parliamentary Affairs, and Sainik Kalyan. In these roles, he handled sensitive administrative matters including personnel management, government procedures, legislative coordination, and welfare initiatives for ex-servicemen and their families. His ability to manage diverse departments simultaneously demonstrated his administrative versatility and leadership capability.
Earlier, from September 2012 to February 2014, he served as Divisional Commissioner of Mandi Division, one of the key administrative divisions of Himachal Pradesh. As Divisional Commissioner, he supervised district administrations across the division, ensuring coordination between departments, monitoring development programs, and addressing regional governance issues. During the same period, he also held responsibilities in the Energy Department as Director, highlighting his role in supporting the state’s growing power and infrastructure sector.
Shri Nazeem also served as Managing Director of Himachal Pradesh Power Corporation Limited in 2012, where he contributed to the management and development of hydropower projects in the state. His experience in the energy sector was further strengthened by his tenure as Director in the Energy Department and as Registrar of Cooperative Societies in Shimla, where he worked to strengthen cooperative institutions and improve governance in the cooperative sector.
His earlier assignments included central deputation to the Tea Board under the Ministry of Commerce and Industry, Government of India, where he served as Executive Director from 2005 to 2010. Based in Coonoor, he was actively involved in promoting India’s tea industry, supporting tea growers, and contributing to policy initiatives aimed at strengthening exports and improving industry sustainability.
At the district level, Shri Rawther Dawood Nazeem served as Deputy Commissioner of Kullu from 2002 to 2005, where he was responsible for overall district administration, development planning, disaster management, and public welfare programs. His grassroots administrative experience also includes roles such as Additional Secretary in the Himachal Pradesh State Industries Corporation, Registrar in Chamba, Sub-Divisional Officer, and Assistant Commissioner (UT). These early assignments helped him build a strong foundation in field administration, land revenue management, and development administration.
Throughout his career, Shri Rawther Dawood Nazeem has also invested in academic and professional development, including periods of study leave during which he served as a Fellow for advanced learning and policy research. This exposure further strengthened his analytical and strategic capabilities in governance and public policy.
