Ms Rashmi Siddharth Zagade IAS (Tamil Nadu 2010) has been empanelled as Joint Secretary at the Centre.
Ms. Rashmi Siddharth Zagade, IAS, is a senior civil servant known for her experience in census administration, commercial taxation, and district governance. She completed her Bachelor of Science in Zoology with First position from Fergusson College, Pune, affiliated to Savitribai Phule Pune University. Her academic background in the life sciences provided her with a strong analytical foundation and research-oriented approach, which has supported her administrative responsibilities across diverse sectors.
At the national level, Ms. Zagade served as Director of Census Operations in Mumbai City under the Registrar General and Census Commissioner of India, Ministry of Home Affairs (May 29, 2019 – May 28, 2022). In this significant central assignment, she supervised census-related activities, demographic data management, and coordination of large-scale field operations. The role required meticulous planning, inter-departmental coordination, and supervision of extensive administrative machinery to ensure accurate data collection and reporting—an essential component of evidence-based governance and public policy planning.
Prior to her central deputation, she served as Joint Commissioner (Commercial Taxes) from December 9, 2015 to May 27, 2019. In this capacity, she was involved in revenue administration, tax compliance oversight, and regulatory enforcement within the state finance framework. Her tenure in commercial taxation contributed to strengthening revenue systems and improving administrative efficiency in fiscal governance.
Earlier in her career, Ms. Zagade held the position of Sub Collector (March 1, 2013 – December 8, 2015), where she gained valuable grassroots administrative experience. As Sub Collector, she was responsible for land revenue management, district administration functions, and coordination of developmental initiatives at the sub-divisional level. This posting enabled her to work closely with local communities and frontline governance structures, building strong field-level administrative competence.
Her career progression from district-level administration to senior revenue responsibilities and subsequently to a key national-level census role reflects steady professional growth within the Indian Bureaucracy. She has demonstrated the ability to manage both field-intensive assignments and policy-oriented central roles requiring strategic oversight and organizational leadership.
