Rajesh Kumar assumes charge as Director -Finance, REC Limited
Shri Rajesh Kumar has formally taken over as Director (Finance) at REC Limited on 2nd April 2026, marking a significant milestone in his distinguished career in public sector finance. His appointment follows the approval granted on 25th March 2026 by the Appointments Committee of the Cabinet (ACC), based on a proposal submitted by the Ministry of Power. He has been entrusted with this key leadership role for a tenure of five years, underscoring the government’s confidence in his financial acumen and sectoral expertise.
A highly accomplished finance professional, Shri Rajesh Kumar brings with him more than three decades of rich and diverse experience, particularly within the public sector ecosystem, with a strong focus on power and infrastructure financing. Over the years, he has developed deep proficiency across a wide spectrum of financial functions, including accounting, taxation, auditing, treasury management, project appraisal, and regulatory compliance. His academic credentials are equally impressive, having earned a Bachelor’s degree in Commerce from Shri Ram College of Commerce. He further strengthened his professional foundation by qualifying as both a Chartered Accountant (CA) and a Cost and Management Accountant (CMA), reflecting his comprehensive grasp of financial management and governance.
Prior to his elevation to the Board, Shri Kumar served as Executive Director (Finance) at REC Limited, where he played a critical role in steering the organization’s financial strategy and supporting its sustained growth trajectory. His professional journey includes an initial decade of experience with a Central Public Sector Enterprise engaged in engineering and project consultancy, followed by over twenty years of dedicated service at REC Limited under the Ministry of Power. During this extensive tenure, he cultivated deep domain expertise in power sector financing, infrastructure funding, and resource mobilization.
In addition to his contributions within REC, Shri Kumar also held the position of Chief Executive Officer at REC Power Development and Consultancy Limited, a wholly owned subsidiary of REC Limited. In this capacity, he successfully led several strategic initiatives spanning renewable energy projects, inter-state transmission systems, and smart metering programs—areas that are central to India’s evolving energy landscape.
Throughout his career at REC Limited, Shri Kumar has been instrumental in managing complex and large-scale financial portfolios, demonstrating exceptional leadership in financial planning and resource mobilization. He has played a transformative role in strengthening REC’s domestic resource mobilization framework by introducing innovative financial instruments. These include Tax-Efficient Hybrid Bonds, AAA-rated Perpetual Bonds, CBDT-notified Zero Coupon Bonds, and Capital Gain Bonds. These initiatives not only diversified the investor base but also contributed to a substantial reduction in the overall cost of borrowings, thereby enhancing the organization’s financial efficiency.
His strategic oversight has extended to critical areas such as multilateral funding arrangements, asset-liability management, ESG-linked financing initiatives, and digital transformation in financial operations. Shri Kumar has also been actively involved in shaping new business policies and structuring innovative financial solutions that have reinforced REC’s position as a leading infrastructure financing institution. His ability to navigate complex taxation issues has resulted in significant financial savings for the organization, further underlining his value as a financial strategist.
Beyond his organizational responsibilities, Shri Kumar has contributed meaningfully to the broader power sector by serving as a Board Member on various DISCOMs and transmission companies. Through these roles, he has supported governance frameworks and helped strengthen financial discipline across key sectoral entities.
