Shri Raj Kumar Singh IFS (1996) presently Ambassador of India to the Republic of Guatemala, has been concurrently accredited as the next Ambassador of India to the Republic of El Salvador, with residence in Guatemala City.
Who is IFS Raj Kumar Singh | Ambassador Raj Kumar Singh, an accomplished diplomat of the Indian Foreign Service, was born on 10 December 1968. A scholar by training and temperament, he holds a Master’s degree in History and an M.Phil. in Chinese Studies, reflecting his deep academic interest in international relations and Asian affairs. Over nearly three decades of distinguished service, Ambassador Singh has contributed significantly to advancing India’s diplomatic, economic, and strategic engagements across multiple regions of the world.
Ambassador Singh began his career in the Indian Foreign Service in 1996 as an Officer Trainee at the Ministry of External Affairs (MEA), New Delhi. His early postings laid a strong foundation in both policy formulation and field diplomacy. Between 1998 and 2000, he served as Third Secretary (Language Trainee) at the Embassy of India in Tehran, where he developed valuable regional insights. From 2000 to 2003, he was Under Secretary in the PAI and East Africa Divisions of the MEA, contributing to India’s engagement with Africa and the Indian Ocean region.
He subsequently held important diplomatic assignments abroad, including Second Secretary and First Secretary roles at the Embassy of India in Sofia (2003–2006), and First Secretary/Counsellor (Political, Economic, Information and Administration) at the Embassy of India in Abu Dhabi (2006–2009). His tenure in The Hague (2011–2014) as Counsellor and later Deputy Chief of Mission was marked by his adept handling of political and multilateral issues, further enhancing India’s profile in Europe. From 2014 to 2017, he served as Deputy Chief of Mission at the Embassy of India in Doha, where he played an instrumental role in strengthening India–Qatar relations, particularly in trade, investment, and community welfare.
Upon returning to headquarters, Ambassador Singh took up senior responsibilities in New Delhi, serving as Director in the Ministry of External Affairs from June 2017 to April 2023. His work during this period was widely appreciated for its clarity of vision and emphasis on policy coherence. He was subsequently promoted as Joint Secretary, a role he held from May 2023 to August 2025, where he provided strategic leadership on several key foreign policy initiatives.
Ambassador Raj Kumar Singh is widely respected among peers for his intellectual depth, administrative acumen, and commitment to the principles of diplomacy. Known for his calm demeanor and analytical approach, he continues to exemplify the finest traditions of the Indian Foreign Service. He is married to Mrs. Anjali Singh, and the couple is blessed with two sons, Ishan and Sarvesh.
