Ms. Rachita Bhandari IFS (2005) presently Joint Secretary in the Ministry, has been appointed as the next High Commissioner of India to the Republic of Malta.

Ms. Rachita Bhandari, a distinguished officer of the Indian Foreign Service (IFS), has been appointed as the next High Commissioner of India to Malta, according to a statement issued by the Ministry of External Affairs (MEA). She is expected to take up her assignment shortly, marking another significant milestone in her accomplished diplomatic career.

A 2005-batch IFS officer, Ms. Bhandari currently serves as Joint Secretary in the Ministry of External Affairs. Known for her sharp intellect and nuanced understanding of multilateral diplomacy, she has steadily built a reputation as a thoughtful and effective diplomat. Hailing from Amritsar, she secured an impressive sixth rank among women candidates in the All-India Civil Services Examination in 2005 — a testament to her academic excellence and determination from the outset of her career.

Over the years, Ms. Bhandari has gained extensive experience across multilateral, bilateral and thematic domains of diplomacy. She previously served as First Secretary (Disarmament) at the Permanent Mission of India to the Conference on Disarmament in Geneva, where she engaged with complex global security and arms control issues. Her work in disarmament diplomacy required careful negotiation skills and deep subject expertise, both of which she demonstrated with distinction.

Earlier, she was posted to the Permanent Mission of India to the United Nations in Geneva from 2007 to 2011. This assignment exposed her to a wide range of multilateral negotiations and global governance issues at a formative stage in her career. She later served at the High Commission of India in London from 2013 to 2016, contributing to the strengthening of India’s relations with the United Kingdom through political engagement and outreach initiatives.

At Headquarters in New Delhi, Ms. Bhandari worked in the ASEAN Multilateral Division of the MEA between 2011 and 2013. Her tenure there coincided with a period of growing engagement between India and Southeast Asia, enabling her to contribute to India’s expanding regional partnerships and dialogue mechanisms.

Her appointment as High Commissioner comes at a time when India–Malta relations are marked by warmth and steady cooperation. India was among the first countries to recognise Malta’s independence in 1964 and established diplomatic relations in 1965. The reopening of the High Commission of India in Malta in January 2017, followed by the assumption of charge by the resident High Commissioner in January 2018, reflected India’s renewed focus on strengthening ties with the Mediterranean nation. Malta, for its part, opened its High Commission in New Delhi in July 2007 and maintains Honorary Consuls in Kolkata, Chennai and Mumbai.

Bilateral relations between the two countries have remained friendly and cordial, supported by high-level exchanges and expanding people-to-people contacts. A cultural agreement signed in 1992 continues to provide a framework for cultural cooperation. Cultural diplomacy has played a vital role in deepening ties, with initiatives such as Indian film festivals, food festivals and performances by Indian cultural troupes. The High Commission organised an Indian Film Festival in Valletta in March 2024 and in Gozo in April 2024, receiving an encouraging response.

Symbolic gestures have further enriched the relationship. A statue of Mahatma Gandhi in Malta, gifted by the Indian Council for Cultural Relations (ICCR), stands as a testament to shared values of peace and non-violence. Malta Post also issued commemorative stamps on the occasion of the 150th Birth Anniversary of Mahatma Gandhi. The International Day of Yoga is celebrated regularly in Malta, reflecting growing cultural resonance.

The Indian community in Malta, estimated at around 18,000, has expanded significantly in recent years. Indians contribute to sectors such as healthcare, hospitality, construction, IT and related services. Several community organisations — including the Malta Malayalee Association, Malta Tamil Association, Bengali Association Malta, Gujarati Association and Navodaya Sanatan Group — actively foster cultural and social engagement.

With her rich experience in multilateral diplomacy, bilateral engagement and thematic expertise in disarmament and security, Ms. Rachita Bhandari is well placed to further strengthen India–Malta relations. Her appointment is widely seen as a continuation of India’s commitment to deepening partnerships across Europe and the Mediterranean, anchored in mutual respect, shared democratic values and expanding cooperation.
