Shri Purnendu Kishore Banerjee ISS (1993) presently Joint Secretary- Department of Higher Education has been given premature repatriation to his parent cadre.
Shri Purnendu Kishore Banerjee is a distinguished officer of the Indian Statistical Service (ISS) and a Senior Administrative Grade officer with more than twenty-five years of extensive experience in the field of official statistics. Throughout his illustrious career, he has played a pivotal role in strengthening India’s statistical systems through his expertise in population census, national accounts, sample surveys, labour statistics, agriculture, education, and economic measurement. His contributions have significantly enhanced the quality, reliability, and policy relevance of official statistics in India.
Currently serving as Deputy Director General (Statistics) in the Department of School Education and Literacy, Ministry of Education, Government of India, Shri Banerjee is responsible for overseeing statistical systems that support evidence-based policymaking in the education sector. His work contributes to the collection, analysis, and dissemination of critical educational data, enabling governments and institutions to formulate informed strategies for improving school education and literacy across the country.
An accomplished academic, Shri Banerjee possesses a strong foundation in statistical sciences and public policy. He earned his Bachelor of Science (Honours) in Statistics from the prestigious Presidency College, Kolkata, followed by a Master of Science in Statistics from the University of Calcutta. Recognizing the growing importance of governance and policy in public administration, he further pursued a Post Graduate Diploma in Public Policy and Management from the Indian Institute of Management (IIM), Bangalore. This combination of statistical expertise and public policy education has enabled him to bridge technical analysis with effective governance and developmental planning.
Over the course of his career, Shri Banerjee has worked across several premier statistical institutions of the Government of India. During his tenure in the Office of the Registrar General of India, he made significant contributions to the successful conduct of the Population Census of India 2011, one of the world’s largest and most complex statistical exercises. In recognition of his outstanding services and dedication, he was honoured with the Hon’ble President of India’s Silver Medal, a prestigious distinction acknowledging his exceptional contribution to the national census.
Shri Banerjee has also made notable contributions while serving in the National Accounts Division, where he handled a diverse range of subjects central to India’s economic statistics. His work encompassed the financial sector, non-financial public sector enterprises, agriculture and allied activities, sequence of accounts, and estimation of State Domestic Product (SDP). His expertise in compiling and improving national accounts has contributed to strengthening India’s macroeconomic statistical framework and ensuring internationally comparable economic estimates.
His professional specialization extends across multiple domains of official statistics. These include large-scale sample surveys, population census operations, national income accounting, corporate sector statistics, financial sector analysis, informal sector measurement, labour force statistics, child labour studies, agricultural statistics, and education statistics. His multidisciplinary expertise has enabled him to contribute to both methodological development and practical implementation of complex statistical programmes.
Beyond his national responsibilities, Shri Banerjee has also represented Indian statistical expertise in the international arena. He has undertaken short-term assignments with the International Labour Organization (ILO) in several countries, providing technical support and analytical expertise on labour force surveys and child labour survey analysis. These international engagements have strengthened cross-country collaboration and contributed to the adoption of globally accepted statistical methodologies.
A respected member of the professional statistical community, Shri Banerjee is a Life Member of the Indian Association for Research in National Income and Wealth (IARNIW) and currently serves as a Member of its Executive Committee. Through this association, he actively contributes to advancing research, professional dialogue, and innovation in the fields of national income accounting and economic statistics.
In addition to his administrative and technical responsibilities, Shri Banerjee has established himself as an accomplished researcher and author. He has published numerous scholarly papers in reputed national and international journals, covering a broad spectrum of official statistics. His research reflects deep analytical insight into statistical methodology, national accounting, labour economics, demographic studies, and survey techniques, contributing meaningfully to academic discourse and policy formulation.
