Shri Puneet Kumar Goel IAS (AGMUT 1991) officially took charge as the new Chief Secretary of Manipur on July 21, 2025, succeeding Prashant Kumar Singh IAS, at a brief ceremony held at the Old Secretariat in Imphal.
His appointment, notified by the Appointments Committee of the Cabinet on July 16, comes at a critical juncture for the state, which continues to grapple with ethnic unrest, a fragile law-and-order situation, and human rights concerns since violence erupted in May 2023. With over 250 lives lost and thousands displaced, Manipur remains under President’s Rule, with the Assembly in suspended animation.
An officer of exceptional academic and administrative credentials, Shri Goel brings over 30 years of experience across governance, energy, urban development, and tribal affairs. Most recently, he served as Secretary to the National Commission for Scheduled Tribes and earlier as Chief Secretary of Goa.
Widely respected for his principled leadership and systemic reform focus, Shri Goel’s arrival signals a renewed administrative effort in a state facing near-civil conflict conditions. His diverse expertise and calm, grounded approach are expected to aid the Centre’s stabilisation and governance efforts in the region.
