Ms. Priyanka Mary Francis IAS (Karnataka 2009) has been appointed as Director- NGMA (JS level), Bengaluru under the Ministry of Culture for an overall tenure of five years upto 09.06.2029 by temporarily upgrading the post held by the officer from Director level to Joint Secretary level, initially for a period of two years by the Appointments Committee of the Cabinet.
Ms. Priyanka Mary Francis, IAS (KN:2009) is a distinguished Indian Administrative Service officer of the Karnataka cadre, known for her diverse administrative experience across district governance, rural development, urban administration, elections, tourism, information technology, mining, women and child development, and culture. An engineer by education and an economist by higher studies, she has built a reputation for efficient governance, policy implementation, and institutional leadership. Her appointment as Director, National Gallery of Modern Art (NGMA), Bengaluru, under the Ministry of Culture at the Joint Secretary level, marks another significant milestone in her accomplished career.
Priyanka Mary Francis completed her Bachelor of Technology (B.Tech.) in Electronics Engineering from the College of Engineering, University of Kerala, Thiruvananthapuram, graduating with First Class with Distinction. She further strengthened her academic credentials by obtaining a Master of Arts (M.A.) in Economics from Indira Gandhi National Open University (IGNOU), New Delhi. Her educational background combines technical proficiency with economic understanding, enabling her to approach governance with analytical insight and evidence-based decision-making.
After joining the Indian Administrative Service in 2009, she underwent foundational training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, between 2009 and 2011. Her first field posting was as Assistant Commissioner, Belgaum, where she gained valuable experience in land revenue administration, sub-divisional governance, and public service delivery.
She subsequently served as Commissioner, Belgaum Municipal Corporation, first in the Junior Scale and later at the Under Secretary level. During this tenure, she worked extensively on municipal governance, civic administration, urban infrastructure, and public services, strengthening local urban institutions.
In November 2013, she was appointed Managing Director, Karnataka Food and Civil Supplies Corporation Limited, where she supervised food procurement, distribution systems, and public welfare programmes aimed at ensuring food security. She later served as Chief Executive Officer of Zila Panchayat, Chikkamagaluru, followed by the same position in Udupi Zila Panchayat, contributing significantly to Panchayati Raj institutions, rural development programmes, and drinking water initiatives.
Her administrative journey continued as Deputy Commissioner and District Magistrate of Udupi, where she handled district administration, land revenue management, disaster response, and law and order. She was later appointed Director of Tourism, promoting Karnataka’s tourism potential before taking charge as Deputy Commissioner and District Magistrate, Hassan, where she further strengthened district governance and citizen-centric administration.
Ms. Francis has also served in several key departments of the Government of Karnataka, including Director, Department of Information Technology, Biotechnology and Science & Technology, Commissioner, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), and Additional Chief Executive Officer in the Office of the Chief Electoral Officer, where she played an important role in election management and administrative coordination.
Her experience further expanded with assignments as Commissioner in the Department of Panchayat and Rural Development and Director in the Department of Women Empowerment and Child Development, overseeing programmes relating to rural governance, women’s welfare, child development, and social empowerment. In April 2023, she was appointed Director in the Department of Mines and Geology, handling matters related to mineral administration and natural resource governance.
On 10 June 2024, she assumed charge as Director, National Gallery of Modern Art (NGMA), Bengaluru, under the Ministry of Culture. In this role, she has been responsible for promoting modern Indian art, preserving cultural heritage, strengthening museum administration, and expanding public engagement with one of India’s premier cultural institutions.
Recognising her leadership and administrative capabilities, the Appointments Committee of the Cabinet (ACC) approved her appointment as Director, NGMA (Joint Secretary Level), Bengaluru, with effect from 27 June 2026. The appointment upgraded the post from Director level to Joint Secretary level, initially for two years as a measure personal to her, while allowing her an overall tenure up to 9 June 2029 or until further orders.
