Shri Manoj Joshi IAS (Kerala 1989) presently Secretary- Department of Pharmaceuticals has been given continuation of additional charge as Secretary- Department of Fertilizers till 13.07.2026 during the period of absence on leave of Shri Rajat Kumar Mishra IAS (Rajasthan 1992).
The Secretary, Department of Fertilizers, holds one of the most significant administrative positions in the Government of India, leading the formulation and implementation of policies aimed at ensuring the timely availability of fertilizers across the country. Functioning under the Ministry of Chemicals and Fertilizers, the Secretary plays a pivotal role in supporting India’s agricultural sector by ensuring nutrient security, promoting balanced fertilizer use, and strengthening domestic production to meet the growing demands of farmers.
As the administrative head of the Department of Fertilizers, the Secretary is responsible for policy formulation, programme implementation, financial management, and coordination with multiple stakeholders, including state governments, fertilizer manufacturers, public sector undertakings (PSUs), research institutions, and international agencies. The office provides strategic leadership in ensuring that fertilizer supply remains uninterrupted, affordable, and aligned with the Government’s broader objective of enhancing agricultural productivity.
One of the Secretary’s foremost responsibilities is overseeing the implementation of the fertilizer subsidy programme, one of the largest subsidy mechanisms in the country. The Department administers subsidies under the Nutrient-Based Subsidy (NBS) Scheme for phosphatic and potassic fertilizers and oversees the subsidy framework for urea. These initiatives ensure that fertilizers remain available to farmers at affordable prices while maintaining the financial sustainability of the fertilizer industry.
The Secretary also supervises the implementation of the Direct Benefit Transfer (DBT) system in fertilizers, which has significantly enhanced transparency, accountability, and efficiency in subsidy disbursement. By leveraging digital technologies and point-of-sale authentication systems, the Department has streamlined subsidy payments while minimizing leakages and improving monitoring of fertilizer distribution across the country.
Promoting self-reliance in fertilizer production is another major focus area of the Department. The Secretary guides policies encouraging the revival of closed fertilizer plants, modernization of existing manufacturing facilities, and investments in new production capacities. Reducing import dependence, particularly for urea and critical raw materials, remains a strategic priority in line with the Government’s vision of achieving greater self-sufficiency in the fertilizer sector.
The Department also works closely with public sector fertilizer companies and joint venture enterprises to improve operational efficiency and strengthen India’s production ecosystem. Continuous engagement with domestic manufacturers and global suppliers ensures stable availability of fertilizers despite fluctuations in international markets and supply chains.
An important responsibility of the Secretary is to promote balanced and judicious use of fertilizers. Excessive dependence on a single nutrient can adversely affect soil health and agricultural productivity. Accordingly, the Department collaborates with the Ministry of Agriculture & Farmers Welfare, scientific institutions, and state governments to encourage integrated nutrient management, balanced fertilizer application, and awareness among farmers regarding sustainable agricultural practices.
The Secretary also oversees policy initiatives relating to alternative and innovative fertilizers, including nano fertilizers and environmentally sustainable nutrient solutions. Encouraging research, innovation, and adoption of advanced technologies supports the Government’s objective of improving fertilizer use efficiency while reducing environmental impact.
International cooperation forms another key dimension of the Secretary’s responsibilities. India imports significant quantities of fertilizers and fertilizer raw materials from global markets. The Department therefore engages with foreign governments, international suppliers, and multilateral organizations to secure long-term supply arrangements, diversify sourcing, and strengthen strategic partnerships for fertilizer security.
Monitoring market conditions, maintaining adequate buffer stocks, and responding proactively to supply disruptions are essential administrative functions performed under the Secretary’s leadership. During periods of global uncertainty or price volatility, the Department works closely with manufacturers, importers, logistics providers, and state authorities to ensure uninterrupted availability of fertilizers during critical agricultural seasons.
The Secretary also plays an important role in policy coordination with various Ministries, including Agriculture & Farmers Welfare, Finance, Commerce & Industry, Railways, Petroleum & Natural Gas, and Environment, Forest and Climate Change. Such inter-ministerial coordination is essential for ensuring efficient production, transportation, pricing, and distribution of fertilizers across India.
As India’s agricultural sector continues to modernize and food security assumes greater national importance, the Department of Fertilizers remains central to supporting sustainable farming and enhancing crop productivity. Under the leadership of the Secretary, the Department continues to drive reforms aimed at improving efficiency, promoting innovation, strengthening domestic manufacturing, and ensuring affordable fertilizer availability for millions of farmers.
