Shri Prashant Goyal IAS (AGMUT 1993) presently Financial Commissioner holding additional charge of Additional Chief Secretary -(Food & Civil Supplies), CMD (DFC), CMD (DSCSC) and Director (UTCS) shall look after the charge of Chief Secretary during the leave period of Shri Rajeev Verma IAS (AGMUT 1992) w.e.f. 27.11.2025 to 30.11.2025.
Shri Prashant Goyal is a distinguished civil servant known for his administrative expertise, financial acumen, and strategic leadership across multiple sectors, both in India and abroad. With a career spanning more than 29 years, he has served in senior roles across finance, commerce, energy, transport, planning, district administration, and international economic affairs. His administrative journey reflects deep commitment to public policy, institutional strengthening, and people-centric governance.
A scholar of exceptional academic merit, Shri Prashant Goyal holds P.G. in Economics from Annamalai University, where he secured First Division. His technical foundation stems from a Bachelor of Engineering in Electrical Engineering from REC, Jaipur, where he graduated with First Division with Distinction. He further strengthened his management expertise through a PG Diploma in Financial Management from IGNOU, New Delhi (First Division) and a PG Diploma in Public Management & Policy from IIM Bangalore, First with Distinction. Demonstrating continued learning at the global level, he earned certificates from the University of California, Irvine in Macro Economic Policy & Planning and Managerial Economics, both with First Division with Distinction.
Throughout his illustrious career, he has held several high-impact administrative postings. He is currently serving as Principal Secretary-cum-Commissioner, Department of Transport, National Capital Territory of Delhi, since March 2024, where he heads major transport reforms, system upgrades, and mobility planning initiatives. Before this, he served as Member (Finance), Additional Secretary, Ministry of Home Affairs, contributing significantly to national-level financial and budgetary frameworks.
From October 2022 to December 2023, Shri Goyal served as Principal Secretary to Government, Department of Commerce & Industries, Jammu, where he led policies and initiatives to strengthen industrial development and investment environment. His prior assignments include the role of Principal Secretary (Finance, Planning & Information Technology), Government of Puducherry, where he contributed to fiscal reforms, digital transformation, and public finance management.
One of the most internationally significant assignments in his career was his posting as Adviser (Joint Secretary Equivalent) at the Asian Development Bank (ADB), Manila, from September 2019 to September 2021. In this role, he was deeply involved in economic affairs, financial sector strategy, and development financing across multiple national contexts — experience that elevated his standing in global economic diplomacy.
At the central level, he served as Joint Secretary, Department of Economic Affairs, Ministry of Finance from 2015 to 2019, contributing to major policy decisions in India’s macroeconomic and developmental finance ecosystem. His earlier roles include Secretary, Power and Law (Goa); Commissioner, Trade & Taxes Department (Delhi); Member (Finance), Delhi Jal Board; and Director & Deputy Secretary in the Ministry of Commerce & Industry, providing him mastery over multiple public policy domains.
Shri Prashant Goyal began his civil service journey with district administration postings in Chandigarh, Arunachal Pradesh, Puducherry, Delhi, and Goa, gaining rich field-level experience in revenue, administration, public works, and rural development. His leadership in these roles earned him a reputation for efficiency, integrity, and solution-oriented governance.
Known for his strategic mindset and professional humility, Shri Prashant Goyal continues to be regarded as one of the highly experienced administrators in the country. His contributions are widely tracked in Indian Bureaucracy news circles due to the depth and diversity of his governance experience.
Alongside his current charge in the Transport Department of NCT Delhi, he also holds the additional responsibility of Director, Union Territories Civil Services (UTCS) from October 2025 onward, further underscoring his expertise in personnel and administrative governance.
