Shri Pradeep Kumar IOFS (2013) has been appointed as Deputy Secretary in the Department of Public Enterprises, Delhi under the Central Staffing Scheme for a period of four years.

Department of Public Enterprises

The position of Deputy Secretary in the Department of Public Enterprises under the Ministry of Finance is a significant role within the Government of India, focused on policy oversight and performance management of Central Public Sector Enterprises (CPSEs). Typically held by officers of the Indian Administrative Service (IAS) or other Central Services, this post operates at the middle–senior level of the Indian Bureaucracy.

A Deputy Secretary in this department is primarily responsible for formulating, implementing, and monitoring policies related to CPSEs. This includes matters such as corporate governance, performance evaluation, financial restructuring, and capacity building of public enterprises. The officer plays a key role in administering the Memorandum of Understanding (MoU) system, which evaluates the performance of CPSEs based on agreed targets.

The role also involves coordination with various ministries, CPSEs, and regulatory bodies to ensure alignment with government objectives. The Deputy Secretary examines proposals related to investment approvals, disinvestment, board-level appointments, and pay revision policies for CPSE employees. Additionally, the officer contributes to drafting cabinet notes, policy guidelines, and responses to parliamentary queries.

Another important aspect of the role is promoting efficiency, transparency, and competitiveness in public sector enterprises. The officer may also be involved in organizing training programs and workshops aimed at improving managerial effectiveness in CPSEs.

Overall, the Deputy Secretary in the Department of Public Enterprises plays a vital role in strengthening the performance and governance of public sector enterprises, thereby contributing to India’s economic growth and public sector reforms.
