Shri Periasamy Kumaran IFS (1992) presently Secretary – East, Ministry of External Affairs has been appointed as the next High Commissioner of India to the United Kingdom.

Periasamy Kumaran is a senior diplomat whose distinguished career in the Indian Foreign Service reflects depth, adaptability, and a consistent commitment to advancing India’s global engagements. Belonging to the 1992 batch of the Indian Foreign Service, he has built an extensive portfolio of assignments across regions and functions, demonstrating both versatility and strategic insight.
An alumnus of the Indian Institute of Technology Madras, where he earned a B.Tech in Electronics and Communication, Shri Kumaran combines technical acumen with diplomatic finesse. His academic background has often complemented his analytical approach to complex international issues, particularly in areas intersecting technology, economics, and foreign policy.
He began his diplomatic journey as Third Secretary at the Embassy of India in Cairo (1994–1997), gaining early exposure to the dynamics of West Asia and North Africa. This was followed by his posting as Second Secretary in Tripoli (1997–2000), where he further deepened his regional understanding. His subsequent assignment as First Secretary in Brussels (2000–2003) provided him with valuable experience in engaging with European institutions and multilateral frameworks.
Returning to India, he served as Deputy Secretary (Europe West) in the Ministry of External Affairs from 2003 to 2005, contributing to policy formulation and strengthening India’s relations with Western Europe. His next role as Regional Passport Officer in Bengaluru (2005–2007) marked a shift towards citizen-centric service delivery, where administrative efficiency and public interface became central to his responsibilities.
Shri Kumaran’s career thereafter saw a series of significant international assignments. As Counsellor at the High Commission of India in Islamabad (2007–2009), he worked in a sensitive diplomatic environment requiring careful engagement and measured communication. He then moved to Washington, serving as Counsellor (2009–2011), where he contributed to strengthening India–US relations during a period of growing strategic partnership.
His tenure as Deputy High Commissioner in Colombo (2011–2014) further highlighted his ability to handle complex bilateral relationships, particularly in a region of strategic importance to India. Returning to New Delhi, he served as Joint Secretary in the Consular, Passport & Visa Division (2014–2016), overseeing critical aspects of consular services and mobility frameworks, areas that directly impact millions of Indian citizens.
In 2016, Shri Kumaran took on his first ambassadorial assignment as India’s Ambassador to Qatar (2016–2020). During this period, he played a key role in strengthening bilateral ties, particularly in trade, energy cooperation, and the welfare of the Indian diaspora. He then served as High Commissioner of India to Singapore (2020–2023), where he further enhanced engagement across economic, technological, and cultural domains.
In July 2023, he returned to the Ministry of External Affairs as Additional Secretary (Economic Relations & Development Partnership Administration), later being elevated to Special Secretary (ER & DPA). In these roles, he contributed to shaping India’s development partnerships and economic diplomacy, aligning with the country’s broader global outreach.
On 1 April 2025, Shri Kumaran assumed charge as Secretary (East), a key position within the Ministry, overseeing India’s relations with countries in East and Southeast Asia. His extensive regional experience and strategic perspective make him particularly well-suited for this responsibility.
Fluent in English, Tamil, Hindi, and Arabic, Shri Kumaran brings linguistic versatility to his diplomatic engagements, enhancing his effectiveness in diverse cultural contexts. On the personal front, he is married to Ms. Ritu Kumaran, and they have two sons.
