Shri Pankaj IAS (Haryana 2009), presently Director General and Secretary, Urban Local Bodies, with additional charge of Mission Director, State Urban Livelihood Mission and State Urban Development Authority, and Director General, Supplies and Disposals, Haryana, is transferred and appointed as Secretary – Personnel, Training and Parliamentary Affairs Department, Haryana, and Director – Training (Ex-Officio), with additional charge of Inquiry Officer – Vigilance, Haryana, and Director General – Supplies and Disposals, Haryana.

Shri Pankaj is a senior Indian Administrative Service officer of the Haryana cadre, known for his strong academic grounding, extensive field exposure, and steady progression through key administrative and financial roles. With experience spanning district administration, urban development, education, vigilance, and state finance, his career reflects a balanced blend of grassroots governance and policy-level responsibility.

Academically, Shri Pankaj holds a B.Tech in Chemical Engineering from the prestigious Indian Institute of Technology (IIT), Roorkee, where he graduated in First Division. His engineering background has contributed to a structured and analytical approach to administration, particularly evident in his handling of complex financial, urban, and district-level challenges. The technical rigor associated with an IIT education is reflected in his methodical style of decision-making and focus on systems-based solutions.

Currently, Shri Pankaj is serving as Special Secretary to the Government, Finance Department, Haryana, at the Director level, a position he has held since 10 April 2023. In this role, he is involved in core financial governance, including budgeting, fiscal planning, expenditure oversight, and coordination with multiple departments. His posting in the Finance Department marks a significant phase in his career, drawing upon his wide administrative experience and reinforcing the importance of financial discipline in state governance.

Prior to this, he served as Special Secretary to Government in the Vigilance & Training Department, Government of Haryana, from 26 August 2022 to 9 April 2023. His tenure contributed to maintaining institutional processes with stability and continuity.

A major portion of Shri Pankaj’s career has been devoted to district administration, where he has served as Deputy Commissioner in three districts—Nuh (2018–2022), Rewari (2017–2018), and Charkhi Dadri (2016–2017). His longest district posting in Nuh placed him in one of Haryana’s most challenging administrative environments, requiring sustained engagement with issues of development, law and order, and social welfare. His work in these districts demonstrated a calm and field-oriented administrative style, with emphasis on coordination and implementation rather than visibility.

Alongside his role as Deputy Commissioner, he also held additional charge as Mission Director in the General Administration Department, handling Administrative Reforms between August 2017 and June 2018. This role allowed him to contribute to systemic improvements within government functioning, complementing his field experience with reform-oriented perspectives.

Earlier in his career, Shri Pankaj held several important assignments at the Under Secretary level. He served as Secretary, School Education, Bhiwani (2014–2016), where he dealt with administrative aspects of education delivery and institutional management. He also worked as Administrator and Estate Officer with the Haryana Urban Development Authority (HUDA) in Rohtak and Bhiwani, gaining valuable exposure to urban housing, land management, and development authorities.

His experience in rural development includes a posting as ADC-cum-CEO, District Rural Development Agency (DRDA), Gurgaon, in 2013, where he was involved in implementing rural development schemes and coordinating district-level programs. Additionally, he served as Managing Director, Haryana Dairy Development Corporation, providing him exposure to the cooperative and agricultural sectors.

Shri Pankaj’s early administrative career included multiple postings as SDO (Civil) and Assistant Commissioner in Bhiwani and Narnaul, which helped build a strong foundation in land revenue management, sub-divisional administration, and public grievance handling. He began his service with professional training and early assignments between 2009 and 2011, which shaped his understanding of district-level governance.
