A graduate of IIT Kanpur, he earned his B.Tech. in Electrical Engineering with first-class honors, showcasing his strong technical foundation. He served as Additional Deputy Commissioner in Goalpara and later as Deputy Commissioner of Dibrugarh (2001–2004), overseeing complex administrative operations and development initiatives. He also undertook multiple roles in the Chief Minister’s Secretariat, strengthening his capabilities in personnel management, governance, and interdepartmental coordination. During this period, he also held leadership positions in the Industries & Commerce Department, including as Managing Director of Tea Trading Corporation of India Ltd, further expanding his portfolio in industrial development and public sector management.

He served as Commissioner & Secretary in the Information Technology Department, Agriculture Department, and Science & Technology Department, implementing innovative programs to drive growth and modernization. Notably, as State Project Director of Assam Rural Infrastructure & Agricultural Services Project (ARIASP), he played a pivotal role in rural development and agricultural upliftment, ensuring effective utilization of resources and impactful project outcomes.
At the national level, Shri Verma held significant positions in central ministries. He served as Joint Secretary and Member in the Ministry of Road Transport & Highways (NHAI), where he contributed to national infrastructure planning and policy implementation. He later transitioned to the Department of Telecommunications, overseeing operations under the Universal Services Obligation Fund, further demonstrating his capacity to manage complex projects in technology and communications sectors.
His administrative versatility was further recognized with his appointments as Principal Secretary to various departments in Assam, including Home, Power, Urban Development, and Personnel and General Administration. In the most recent phase of his career, Shri Verma was appointed Officer on Special Duty in the Ministry of Law & Justice (2025), before taking charge as Secretary, Ministry of Law & Justice, in New Delhi.
