Ms. Nidhi Khare IAS (Jharkhand 1992) presently Secretary- Department of Consumer Affairs has been given the additional charge as Secretary- Department of Food & Public Distribution from 20.06.2026 to 02.07.2026 during the period of absence on leave of Shri Sanjeev Chopra IAS (Odisha 1990).

The Secretary, Department of Food & Public Distribution, occupies one of the most important positions in the Government of India’s food security and welfare architecture. As the administrative head of the Department, the Secretary is responsible for overseeing policies and programmes aimed at ensuring food security, efficient procurement and distribution of food grains, and effective implementation of the Public Distribution System (PDS) across the country.

Functioning under the Ministry of Consumer Affairs, Food & Public Distribution, the Secretary provides strategic leadership in managing one of the world’s largest food distribution networks. The role involves formulating and implementing policies related to procurement, storage, transportation, and distribution of food grains, while ensuring that the benefits of government welfare programmes reach millions of beneficiaries in a timely and transparent manner.

A key responsibility of the Secretary is the supervision of the National Food Security Act (NFSA) and other flagship initiatives designed to provide affordable food grains to eligible households. The office works closely with State Governments, central agencies, and public sector organizations to strengthen food security mechanisms and improve service delivery across the country.

The Secretary also oversees matters relating to food grain procurement operations, buffer stock management, warehousing infrastructure, and supply chain optimization. Ensuring adequate availability of food grains while maintaining fiscal prudence and operational efficiency forms an essential part of the role. The position requires continuous monitoring of market trends, production patterns, and distribution systems to support informed policy decisions.

In addition to policy formulation and programme implementation, the Secretary plays a pivotal role in driving reforms aimed at enhancing transparency, accountability, and technological integration within the food distribution ecosystem. Initiatives such as end-to-end computerization, digitization of beneficiary databases, and technology-enabled monitoring systems have significantly strengthened the effectiveness of food security programmes.

The office also serves as a key coordinating authority among various ministries, state administrations, research institutions, and international organizations on matters relating to food management and public distribution.

As the senior-most executive of the Department, the Secretary, Food & Public Distribution, contributes significantly to safeguarding the nation’s food security, strengthening welfare delivery systems, and advancing the Government’s commitment to inclusive development and social protection through efficient and citizen-centric governance.
