Shri Narendra Bhooshan, an experienced officer of the Indian Administrative Service, is widely regarded for his steady administrative approach, strong policy orientation, and ability to manage diverse portfolios with clarity and purpose. Over the course of his career, he has contributed across key sectors including infrastructure, agriculture, information technology, and public finance—reflecting the multifaceted demands of the Indian Bureaucracy.
Academically, Shri Bhooshan possesses a solid foundation in both technology and development studies. He graduated in Electronics with first-class distinction, a background that has lent him a structured and analytical approach to governance. He further pursued a Master’s degree in International Development from Duke University, equipping him with a global perspective on development policy, institutional frameworks, and economic transformation. This combination of technical and developmental education has influenced his balanced and pragmatic administrative style.
Shri Bhooshan began his administrative journey with field-level assignments that laid the groundwork for his later roles. As Additional District Magistrate and subsequently Chief Development Officer, he gained hands-on experience in district administration and rural development. His tenure as District Magistrate in Udham Singh Nagar, Mathura, and Firozabad further strengthened his credentials as a field administrator capable of handling law and order, revenue administration, and development initiatives with efficiency.
Transitioning to state-level responsibilities, Shri Bhooshan held key positions in the Government of Uttar Pradesh, including Special Secretary in the Industrial Development Department and later Secretary in the Finance Department. These roles required a nuanced understanding of industrial policy, fiscal management, and administrative coordination. His tenure in finance, in particular, reflected a careful approach to resource allocation and budgetary management, aligning fiscal discipline with developmental priorities.
He also served as Managing Director of the Uttar Pradesh State Transport Corporation, where he was associated with the operational and administrative management of public transport services. This role added to his experience in infrastructure and service delivery, highlighting his ability to handle large public sector organizations.
At the central level, Shri Bhooshan’s career reflects significant engagement with policy formulation and program implementation. As Joint Secretary in the Department of Agriculture & Cooperation, he contributed to agricultural policy frameworks and sectoral development initiatives. His subsequent role as Mission Director of the National Food Security Mission (NFSM) involved overseeing programs aimed at enhancing agricultural productivity and ensuring food security—an area of critical national importance.
His association with the Unique Identification Authority of India as Deputy Director General marked his entry into the domain of digital governance. In this capacity, he contributed to the implementation and management of Aadhaar-related initiatives, gaining valuable experience in large-scale technology-driven public service delivery systems.
Shri Bhooshan also served in roles connected to trade and industry, including his tenure with the India Trade Promotion Organisation, where he worked closely on matters related to commerce and international trade facilitation. These assignments reflect his versatility and ability to engage with both domestic and global economic frameworks.
In the Government of Uttar Pradesh, Shri Bhooshan has held prominent leadership roles as Principal Secretary in key departments. His tenure in the Public Works Department (PWD) involved oversight of infrastructure development, road construction, and public works management—areas critical to economic growth and connectivity. Currently serving as Principal Secretary, Science & Information Technology, he is engaged in advancing technological initiatives and digital governance frameworks at the state level.
