Muthukumar Alagumuthu IAS appointed Joint Secretary- Department of Health & Family Welfare
Shri Muthukumar Alagumuthu IAS (Jharkhand 2009) has been appointed as Joint Secretary- Department of Health & Family Welfare, for a combined tenure of five years upto 04/12/2027 vice Ms. Ankita Mishra Bundela IAS (AGMUT 2001).
Shri Muthukumar Alagumuthu, IAS is a distinguished officer of the Indian Administrative Service, known for his diverse academic background and extensive administrative experience across key sectors such as governance, education, land administration, and public policy. His career reflects a strong blend of technical expertise, policy insight, and grassroots administrative leadership.
Academically, Shri Alagumuthu possesses an impressive and multidisciplinary profile. He holds a B.Tech in Electronics from National Institute of Technology Rourkela, where he secured first division. He further pursued a Master of Arts in Sociology from Annamalai University, followed by another M.A. in Public Policy from Indira Gandhi National Open University, both completed with first-class distinction. Enhancing his expertise in legal and financial domains, he earned a Master in Taxation and Business Law from National Law School of India University. Additionally, he completed an M.Sc. in Finance from the University of Edinburgh, graduating with distinction. This strong academic foundation equips him with a rare combination of technical, legal, financial, and social perspectives.
In his administrative career, Shri Alagumuthu has held several important positions at both the state and central levels. At present, he is serving as Joint Secretary in the Ministry of Health and Family Welfare, where he is involved in shaping and implementing policies related to public health and healthcare systems. His role at the central level reflects the trust placed in his capabilities to manage complex national-level assignments.
Prior to this, he served in the NITI Aayog in multiple capacities, including as Private Secretary to the Vice Chairman and to a Union Minister, at Director and Deputy Secretary equivalent levels. These roles involved close coordination with senior policymakers and provided him with deep exposure to policy formulation, strategic planning, and inter-ministerial coordination at the highest levels of government.
At the state level, Shri Alagumuthu has an extensive record of field administration in Jharkhand. He served as Divisional Commissioner of South Chhota Nagpur, where he was responsible for overseeing administrative functions across multiple districts, including revenue management, law and order, and developmental activities. His tenure as Director in the Higher Education Department further highlights his contribution to strengthening the education sector, where he worked on policy implementation and institutional development.
Earlier in his career, he handled critical assignments in land administration and district governance. As Director in the Land Acquisition and Land Records Department, he contributed to streamlining land management processes—an area crucial for development and infrastructure projects. His experience as Project Director in School Education reflects his involvement in improving educational outcomes at the grassroots level.
Shri Alagumuthu has also served as Deputy Commissioner (District Magistrate) in several districts, including Sahibganj, Garhwa, and Pakur. In these roles, he was responsible for overall district administration, implementation of government schemes, maintenance of law and order, and disaster management. His tenure as District Magistrate-cum-Deputy Commissioner of Sahibganj stands out as a key phase where he led district-level governance and development initiatives.
In the early stages of his career, he served as Sub-Divisional Officer in Garhwa and as Additional District Magistrate & Collector in Dumka, gaining valuable experience in sub-divisional and district-level administration. Like all IAS officers, he also underwent foundational training that prepared him for the multifaceted challenges of public service.
