Smt. Monika Rani, a committed and accomplished officer of the Indian Administrative Service (IAS) from the 2010 batch, has been appointed as Special Secretary, Basic Education Department, Government of Uttar Pradesh, with the additional charge of Additional Director General (ADG), School Education, Lucknow. She was previously serving as the District Magistrate & Collector of Bahraich, where her administration was widely appreciated for promoting grassroots development, education reform, and efficient governance.
Smt. Rani is academically grounded with a multidisciplinary background. She holds a Bachelor of Commerce degree from Maharshi Dayanand University (MDU), Rohtak, completed through Government Girls College, Gurgaon. She further pursued a Bachelor of Education (B.Ed.) from R.I.S. College, MDU Rohtak, graduating with First Division. Complementing her administrative skills with academic insight, she also holds a Master’s degree in Economics from DSD College, Rohtak.
Her career began with early field postings such as Joint Magistrate, Ghaziabad, where she gained crucial experience in sub-divisional administration, land revenue, and law and order. She then served for an extended term as Chief Development Officer, Saharanpur (2014–2018), where she played a significant role in implementing central and state development schemes across health, education, sanitation, and livelihood sectors.
Smt. Rani held key positions such as Deputy Commissioner/SDM in Farrukhabad and later as Deputy Commissioner, Farukhabad again in early 2023. Her understanding of rural and urban challenges alike, particularly in service delivery and policy execution, earned her praise from both the administration and the local populace.
She also served as Additional CEO, Yamuna Expressway Industrial Development Authority (YEIDA) in Gautam Buddha Nagar, where she was involved in managing large-scale infrastructure and industrial development projects—highlighting her versatility in both developmental and regulatory roles.
In May 2023, she was appointed District Magistrate & Collector of Bahraich, a posting where she strengthened district-level institutions and ensured timely implementation of public welfare schemes, particularly in health, education, and women empowerment.
Now posted in Lucknow, Smt. Monika Rani brings with her a rich blend of field experience, academic excellence, and administrative leadership to the twin roles in Basic and School Education.
