Shri Minhaz Ahmad IOFS (2012) presently Deputy Secretary in the Ministry of Labour & Employment has been re-designated as Director- Ministry of Labour & Employment for a period up to 15.06.2030 i.e total admissible tenure of five years under the Central Staffing Scheme. The central deputation tenure of Shri Minhaz Ahmadi s w.e.f. 16.06.2025.

Shri Minhaz Ahmad, an officer of the Indian Ordnance Factories Service (IOFS), represents a rare blend of deep technical expertise, strategic management training, and modern governance leadership. With a career spanning defence production, digital transformation, artificial intelligence, procurement, training systems, and policy implementation, he exemplifies the evolving profile of India’s contemporary techno-administrators.

An alumnus of Aligarh Muslim University (B.Tech in Electronics) and the Academy of Scientific and Innovative Research (M.Tech in High Power Microwave Devices and Systems Engineering), Shri Ahmad began his professional journey as a Scientist Trainee at CSIR-CEERI, where he worked on advanced microwave technologies, including plasma-assisted high-power microwave systems. This strong research foundation continues to inform his technology-driven administrative approach.

He joined the IOFS cadre in 2013 and underwent induction training at the National Academy of Defence Production (NADP), Nagpur. His early postings at Ordnance Factory Badmal, Odisha, saw him rise from Assistant Works Manager to Works Manager, where he served as Senior Divisional Head overseeing engineering maintenance of large-scale defence manufacturing units producing artillery, tank, and air force ammunition. His leadership extended across infrastructure management, procurement systems, Industry 4.0 implementation, and renewable energy initiatives, including leading a 7.5 MW solar power plant project. He is also a patent holder for a system measuring chemical delay time in fuzes, reflecting his continued engagement with innovation.

In 2021, Shri Ahmad took charge as Deputy Director, Artificial Intelligence Cell, NADP, leading AI-driven projects for defence production units and contributing to technology-enabled operational efficiency. He later served as Dy. General Manager, National Academy of Defence Productions, where he held multiple strategic roles — Group Head for Training, Procurement, and IT; Program Director for the flagship PGDM in Defence Management; Member of the Central Academic Council; Board Member for NADP-PGDM; and Nodal Officer for Capacity Building Commission initiatives. His work integrated governance reform, digital systems, cybersecurity, ERP implementation, and institutional capacity building.

Academically, Shri Ahmad is a Gold Medalist MBA (Digital Governance and Management) from IIM Visakhapatnam, with additional certifications in ISO/IEC 27001:2022 Information Security, Neural Networks and Deep Learning (99% score), and Defence Strategy and Policy (IDSA) — reflecting a rare convergence of defence studies, AI, cybersecurity, and public administration.
