Shri Manoj Pant, Ex-IAS, is a senior civil servant whose long and varied career reflects a rare combination of technical competence, fiscal expertise, and sustained administrative leadership. Academically distinguished, he holds a Postgraduate degree in Geology, securing First Class, a background that contributed to his analytical orientation and structured approach to governance.

He culminated his service as Chief Secretary to the Government of West Bengal, a position he held from 31 August 2024 to 31 December 2025. As the administrative head of the state, he was responsible for overall coordination of government functioning, personnel management, and administrative reforms. His tenure was marked by an emphasis on institutional discipline, inter-departmental coordination, and evidence-based decision-making—qualities essential at the apex of state administration.

Prior to assuming the top post, Shri Pant served as Additional Chief Secretary, Finance Department, a crucial portfolio he held from June 2022 onwards. In this role, he was at the center of fiscal policy, budget formulation, expenditure management, and financial reforms. He also simultaneously held additional charge of Planning and Statistics, further strengthening the linkage between resource allocation and developmental outcomes. One of the most defining chapters of Shri Pant’s career was his foreign posting with the World Bank in Washington DC (2011–2014), where he served as Adviser/Senior Adviser to the Executive Director (Finance & Economic Affairs). This international exposure broadened his perspective on macroeconomic policy, development finance, and global best practices, enriching his later contributions to state-level fiscal management.

Earlier, at the central government level, he worked as Private Secretary in the Ministry of Finance (Expenditure), gaining close insight into budgetary processes and high-level policy formulation. His experience also includes leadership roles as Commissioner & Ex-Officio Secretary, Textiles Department, and Managing Director, West Bengal Small Industries Development Corporation, where industrial policy and enterprise facilitation were central themes.

At the district level, Shri Manoj Pant served as District Magistrate of Murshidabad and North 24 Parganas, some of the most administratively demanding districts in the state. His earlier postings as Additional District Magistrate and Sub-Divisional Magistrate across multiple districts provided him with strong grounding in field administration, law and order, and public service delivery.
