Shri Manish Yadav IRS (C&IT 2016) has been appointed as Deputy Secretary in the Ministry of Heavy Industries, Delhi for a period of four years.
The position of Deputy Secretary in the Ministry of Heavy Industries, Government of India, is an important administrative role associated with policy implementation, industrial development, and coordination of key public sector and manufacturing initiatives in the country. The Ministry of Heavy Industries plays a major role in promoting capital goods industries, heavy engineering, automobile manufacturing, industrial technology, and public sector enterprises operating under its administrative control.
A Deputy Secretary in the ministry is generally a senior officer from the Indian Administrative Service (IAS), Central Secretariat Service (CSS), Indian Economic Service (IES), or other organised government services. The officer is entrusted with handling critical policy matters, programme monitoring, administrative coordination, and implementation of industrial development initiatives.
One of the primary responsibilities of the Deputy Secretary is to assist in formulation and execution of policies related to heavy industries, industrial manufacturing, automotive technology, and public sector enterprises. The officer also coordinates with various ministries, state governments, industry associations, public sector undertakings (PSUs), and regulatory bodies on matters concerning industrial growth and manufacturing competitiveness.

The role also includes handling parliamentary matters, preparation of Cabinet notes, budget-related issues, administrative reviews, and inter-departmental consultations. A Deputy Secretary may also supervise matters related to Central Public Sector Enterprises (CPSEs) functioning under the ministry. This includes monitoring performance, governance issues, restructuring initiatives, financial reviews, and coordination concerning industrial undertakings engaged in heavy engineering, machine tools, automotive manufacturing, and industrial equipment production.
With India increasingly focusing on industrial self-reliance, green manufacturing, electric vehicles, and advanced industrial infrastructure, the Ministry of Heavy Industries has gained strategic importance in the country’s economic growth framework. Deputy Secretaries play an essential role in supporting initiatives aimed at strengthening domestic manufacturing capacity and technological innovation.
The officer is also required to engage with industry stakeholders, manufacturers, investors, technology providers, and sectoral experts for addressing policy concerns and improving ease of doing business in the industrial sector. Coordination with international agencies and participation in industrial cooperation initiatives may also form part of the assignment.
The role demands strong administrative ability, policy understanding, analytical skills, and effective coordination capabilities. Since the ministry deals with large-scale industrial policies and strategic manufacturing sectors, officers working at the level of Deputy Secretary are expected to ensure timely implementation of programmes and efficient administrative functioning.
