Shri M S Manivannan IAS (Assam- Meghalaya 2005) presently Commissioner & Secretary, General Administration and Higher Education Departments and Commissioner, Upper Assam Division, has been appointed as Guardian Secretary of Jorhat and Sivasagar Districts in place of Bharat Bhushan Dev Choudhary (Retd. IAS), consequent upon his appointment as Chairman of Assam Public Service Commission.
