Shri M Devaraj IAS (Uttar Pradesh 1996), presently Principal Secretary, Department of Appointment & Personnel, Uttar Pradesh, is given additional charge of Director General – Uttar Pradesh Academy of Administration and Management.
Shri M. Devaraj, a distinguished officer of the Indian Administrative Service (IAS), exemplifies a rare confluence of academic excellence, global exposure, and wide-ranging administrative experience. With a foundational degree in B.Sc. (Agriculture) from Tamil Nadu Agricultural University, Coimbatore, where he secured a First-class, he went on to achieve an M.Sc. in Plant Breeding as a Gold Medallist—an early indication of his academic rigor. His intellectual pursuits extended beyond agriculture into economics and development studies, earning an M.A. in Economics from Madurai Kamaraj University and another M.A. in Development Studies from the Institute of Social Studies with First-class distinction. Further enriching his profile, he obtained a Master’s in Intellectual Property Law from Queensland University of Technology, Australia, alongside multiple certifications from the WIPO Worldwide Academy in areas such as biotechnology, copyright, and electronic commerce.
Over a career spanning nearly three decades, Shri Devaraj has held several key positions across state, national, and international institutions. Currently serving as Principal Secretary in the Vocational Education Department, Uttar Pradesh, he is associated with advancing skill development frameworks and strengthening human resource capacities. Prior to this, he served as Chairman of Uttar Pradesh Power Corporation Limited (UPPCL), where he was involved in overseeing critical aspects of the state’s power sector, reflecting his ability to manage large and complex public utilities.
His tenure at the international level as Senior Advisor (Policy) at the Asian Development Bank in Manila added a global dimension to his administrative experience, exposing him to international financial systems and development strategies. At the Government of India level, he served in important capacities in the Cabinet Secretariat and the Department of Personnel and Training, contributing to policy coordination and personnel management at the highest levels.
In Uttar Pradesh, Shri Devaraj has held several significant roles, including Secretary in the Finance Department and Special Secretary to the Governor. His repeated assignments as District Magistrate in districts such as Bareilly, Jhansi, Unnao, Badaun, and others highlight his strong grounding in grassroots governance. These roles involved managing law and order, implementing development programmes, and ensuring effective public service delivery.
His early career saw him contributing to sectors such as agriculture, rural development, horticulture, and education, reflecting a broad-based administrative exposure. His involvement in projects like the Diversified Agriculture Support Project and Sarva Shiksha Abhiyan indicates his engagement with key developmental initiatives.
Shri M. Devaraj’s career reflects a consistent trajectory of responsibility, adaptability, and thoughtful leadership. His multidisciplinary academic background, combined with extensive field and policy experience, enables him to approach governance with depth and perspective.
